Challenges • Making a Return on Investment • Amtrak was given an Intercity Monopoly • Amtrak owns critical rights of way on the Northeast Corridor & Michigan • Only Amtrak has mandatory access at low cost to freight track • Liability issues generally benefit Amtrak but states control risk • Amtrak owns equipment and facilities which private operators do not
