President’s Budget Request for FY14 • There is no G2 dark matter MIE • There are really no new HEP projects • Office of Science budget is up, but HEP down • We’re not doing a great job convincing the administration that particle physics is worthwhile!
DOE OHEP response • Continue with the G2 process on the announced timeline • Report/Proposal by October 2013 • Downselect decision by end of 2013 (+/- 1 month) • They cannot afford to do anything else, since they will now have to provide R&D funding for the winners (and ONLY the winners) in FY14 • So experiments have to continue an aggressive R&D program in order to pass this downselect
What happens in 2014? • If an experiment passes the downselect, it becomes a CD project (without MIE funding) • Progress through CD 1-3 is up to the project • The CD process will be managed through OHEP, not OPA • It is very unlikely anyone could get through CD-3 (fabrication start) before October 2014 • At that point, which is the start of FY15, we hope there is finally an MIE, so fabrication could start • NSF is coordinating with DOE • But unclear what funding they will have in FY14/15 • They did better in the budget wars, but may still suffer from the sequester cuts
Issues for SuperCDMS SNOLAB • Will SNOLAB hold our place in the ladder lab? • Their EAC has just requested that we write a plan for occupancy after the downselect • It is likely that a downselect would be enough to hold our spot • Will the promised CFI funding ($3.4M) become available? • It is contingent on US funding, but we hope the downselect decision will be sufficient • The CFI funding in 2014 would be crucial to allow advance purchase of a dilution refrigerator and cryocoolers
Issues for SuperCDMS SNOLAB • How quickly could we progress through the CD process? • We believe we will be at conceptual design stage by early 2014 • Depends on available technical help, and level of project oversight, whether we can get to CD3 in 2014 • How long would fabrication last? • IF we are available to do advance purchase of key items, we could hold to a two year fabrication schedule • That would allow start of operations in 2017
Issues for Fermilab • Scientists • All three of our G2 efforts have too few Fermilab scientists • If all three pass the downselect, we would have to find scientist help from other areas of the lab, or do some hiring • If fewer pass the downselect, some condensation may occur • Project Management • We don’t really have a good scheme for managing these small projects • DES is probably the closest in scale • Brenna/Wyatt could provide some help? • Technical Resources • PPD/SCD do not have sufficient technical help for rapid progress (engineers, designers, technicians) • This may limit our chances to pass the downselect and would continue to be a problem during the CD process
