Record Keeping • Commercial carriers must keep books and records related to the movement of commercial goods at their place of business in Canada for three years after the year they transported the goods to Canada. These records must include the following: • dispatch logs; • bills of lading; • proof of customs report and release; • invoices; and • other records that can include but are not limited to • charts of accounts, • trip logs, • movement history reports, • commercial invoices, • paper documents, or • electronic documents.

  4. CBSA Stamp Historically (before eManifest) Presently (eManifest) A CBSA stamp on an ACI lead sheet constitutes proof of report only. For proof of release a driver has to get each individual cargo control document stamped. (depending on the number of cargos this may not be done at PIL). A CBSA stamp on the back of the long room copy of an A8A is still proof of report for an in bond movement. A CBSA stamp on the front of the Customs Delivery Authority copy of an A8A is still proof of release. • ACBSA stamp on a Pre-Arrival Review System (PARS), was both proof of report and proof of release. • A CBSA stamp on the back of the long room copy of an A8A was proof of report for an in bond movement. • A CBSA stamp on the front of the Customs Delivery Authority copy of an A8A was proof of release.

  5. Options for Portal Users Proof of Report Proof of Release CBSA stamp on each individual cargo control document; OR RNS messaging through a 3rd party Service Provider or EDI • Stamped ACI Lead sheet; OR • Section 12(1) report from Portal
