Draft Replacent Plan - Overarching Policy • Further emphasis on Prevention/ Minimisation – local authorities to lead campaign • Establishing integrated network or reuse, recycling and energy recovery facilities to minimise landfill dependance • Region to establish facilities to meet its needs • Implement Polluter Pays Principle • Respond to Public and Stakeholder input
Producer Responsibility Objectives • Through EU Directives and Irish Regulations, progress forthcoming on Waste Electrical & Electronic Equipement (2005), and later Scrap Cars, Tyres. • Full cost recovery from packaging (Repak) and a fresh approach to product design, recyclability • Draft Plan calls for more schemes for other materials
Commercial / Industrial Recycling • New practices introduced as costs escalated • New services offered by private collection companies and Local Authorities • Improvement in packaging recycling • 34% of Commercial & Industrial Waste is recycled
Biodegradable Waste • Key objective to increase the regional recycling rate • Introduction of ‘Brown Bin’ for households • To collect Vegetable, Fruit and Garden waste • Two Central plants for biological treatment required: • Composting Facility at Ballyogan Recycling Park • Second biological facility at Kilshane in Fingal
Policy for Energy Recovery • Develop a Waste to Energy plant at Poolbeg with a capacity of 400,000 – 600,000 tpa • Facility will generate electricity • Possibility of District Heating Network is under investigation • Appointment of Service Provider in 2005 • Planning and Licensing phases to follow • Target date for operation: 2009/2010
Implementing the Plan • Consultaion with wide range of stakeholders • Regional co-ordination by means of Waste Steering Group • Annual Report to combine regional data on a regular basis and • Annual Forum to enable ongoing review and input: Input from • NGOs & Community Groups • Waste Industry • Industry/ producers • Other stakeholders
