Problem Current law places restrictions on the use of funding outside of political jurisdictions
ISSUES • Current law prohibits the use of funds of one levee district in the jurisdiction of another levee district • The West Bank and Vicinity Hurricane Protection Project spans four parishes and levees and floodwalls located in one parish provide flood protection for citizens living in another parish • The cost of operating, maintaining, and inspecting levees and floodwalls in the project area is beyond the funding ability of one levee district
Possible Solutions • Enact legislation allowing the use of funds within a Levee Authority to be used anywhere within that Authority when dedicated to the operation, maintenance and inspection of levee systems • Enact legislation mandating Cooperative Endeavor Agreements between Levee Authorities and parishes not in the jurisdiction of that Levee Authority to cover the cost of levee operation, maintenance and inspection services

FUTURE PROBLEM • Once the GIWW Western Closure is incorporated into the West Bank and Vicinity Hurricane Protection Project the lines of protection will become even more difficult to define as one structure will provide flood protection for parts of three parishes
SUMMARY • The West Bank and Vicinity Hurricane Protection Project spans four parishes • The original project sponsor for operation, maintenance and inspection, the west Jefferson Levee District does not have the funding ability to provide these essential levee services for the entire project • Solutions must be found to alleviate this fundingshortfall
