Bargaining2019 Members meetings
Agenda Background / main projects for 2018 Claims and Discussion Votes – Ratification, Claims, Team Timeline / Communication / What to do
2017 bargaining was difficult – GSR – minor changes to the broken system, small increase Border – increases but different rates and penal rates Compliance – stepped pay system but lack of consistency Too complicated and took too long
2018 Projects - 1. Focused on areas of GSR (Labs, Target Evaluators, Support Officers) to demonstrate we can replace GSR v.1 2. Pushed back on Auckland / BCS management over rosters and how they didn’t involved members e.g. Dog Handlers
2018 Projects (cont’d) – 3. Worked on Equal Pay for Support Officers 4. We built a relationship quickly with the new DG.
Outcomes – DG intervened in Auckland to turn it into a more reasonable process – outcome still unknow MPI has offered a stepped GSR pay system (v.2), early days MPI has offered a faster process to sort out the Support Officers
Claims - • Pay • Work/life • Technical • Member initiated
Pay GSR • Steps introduced • Move rates to the Government average • Transition process • Labs / Target Evaluators extra work if needed COPS • Increases for Border and Compliance Support Officers • Revaluing their roles (not Hays)
Work/life Flexible Working Arrangements / Special circumstances We need these to be default – i.e. given to you unless there is a very good reason not to Remove OT cap Extra work should be paid for. This would introduce a consistent standard for Responses Consistent penal rates for BCS and Compliance Consistency across MPI
Technical and Member initiated Tidy up claims but also including – Bargaining Fee claim That non-union staff pay a fee for having union-negotiated terms and conditions Member initiated – These will be discussed and prioritised by the National Delegates Committee
Votes The proposed Collective Agreement will be ratified when 60% of members voting, vote in favour of accepting – yes / no The claims as presented are endorsed – yes / no The bargaining team will be the National Delegates Committee with a sub-committee of advocates – yes / no
Voting will be via email, using SurveyMonkey You will receive an email in the middle / late February
Timetable Bargaining rounds– • 2 to 5 Apr • 15 to 17 Apr At the end of each bargaining round the National Delegates Committee will meet to review the progress made
Communication The main communication will be through the PSA website https://psa.org.nz/mpi At the end of each bargaining round there will be a communication to members to advise the National Delegates’ view of the progress made. We should have clear indication of how the bargaining is going by the end of round 2
What you can do Talk with your co-workers and colleagues about the bargaining – what is important for them? Encourage non-union staff to join – if they are not a member they can’t have a say in the outcome
