  2. Agenda • Difference between Independent Libraries, Library Systems, and Library Consortia in EPC • EPC Tutorial • How to complete the Connectivity Module • How to complete the Contracts Module • Form 471 Demo for Category 1 Services

  3. 3 Ways PA Libraries Apply for E-rate • Individual Library • Majority of PA libraries are considered “Independent Libraries” by USAC • Have their own budget • Pay their own phone bills • Have NO branches • Would have their own E-rate BENs and their own EPC Portals • Library System • If you have a library branch, you are considered by USAC as a “Library System” • Discount is based on the school district in which the “main branch” of the system is located • Library System would have its own E-rate BEN and EPC Portal • Branches should be listed in the System EPC Portal • Library Consortium • Often referred to as “systems” but they are actually regional library systems that are purchasing shared services on behalf of other libraries, such as Internet Access or broadband services • USAC considers these E-rate Consortia – not a system

Example... • For example, the Cumberland County Library System is a regional library system made up of several Independent Libraries • The libraries have their own boards and budgets, but receive shared Internet/broadband services from the regional system • CCLS would be considered an E-rate Consortia • Must have their own E-rate Consortia BEN and EPC Portal

  5. Classification Not Accurate? • Call USAC at 888-203-8100 • Explain if you are an Independent Library, Library System or Library Consortium • If you have branches, ask USAC to add them to your EPC portal Be sure to have your classification be accurate prior to starting the Form 471

  6. Next... • We will enter the EPC Portal of an Independent Library to: • Demo the EPC Portal • Identify a School District • Complete the Connectivity Module • Complete the Contract Wizard • Complete a Form 471 for Category 1 Services
