  1. NGP White Paper Series Committee Update November 14, 2006 Presenting on behalf of the WPSC: David G. Cassidy, TCG Kathleen Juza, BearingPoint

Current Topic GMLOB Standards and a Case Study of State Adoption of Data Standards • Grants streamlining demands standardization of business processes, technologies, and data elements throughout the grants enterprise. • Adopting standards decreases data redundancy, condenses stovepipes, and reduces duplicative work. • As the GMLOB moves forward, development of these standards will become more acute. • States have had significant successes in standards development. Objective of the paper: • Explore the need for and development of grants management standards; • Demonstrate how they are being applied today; and • Explore how they might be created and implemented in the future.

  3. Objectives of WP#3 • Prepare government grant-makers and grant recipients for changes wrought by GMLOB • Relate grants streamlining to the need for business, data, and technical standards • Investigate best practices in the states • Encourage conversation among all grants enterprise stakeholders

  4. Actions To Date • WP Lead: Gretchen Greiner, Government of the District of Columbia • Advisors have volunteered: • Tennessee • Michigan • Mississippi • Indiana • Drafted survey to gather initial empirical data

  5. Next Steps • Survey: NGP members will be asked to complete a survey about their use of standards • Basis for paper outline and future work on the paper • Project Lead: Responsible for project coordination and direction (interest in this role has already been expressed) • Authors: Responsible for writing sections of the paper • Reviewers: Responsible for reviewing the drafts at key stages in the papers development • Editors: Responsible for final revisions and proofing. For all of these roles, we are seeking volunteers involved in some way in designing or implementing grants management data standards in the states. An email invitation will be forthcoming, but in the meantime, if you are interested in participating, please contact Dave Cassidy, TCG (202-742-8471/david.cassidy@tcg.com)

  6. Next Steps: Survey Key Projects • We have currently had expressions of interest from: DC, TN, MI, MS, IN. • We also understand PA and IL are involved in this type of activity • The intention will be to develop an initial survey to develop common themes around which the paper will be focused.

  7. Next Steps: Develop Detailed Outline and Make Writing Assignments • Based on the survey results, the authors will conduct a brainstorming session to outline the paper • Sections will be assigned to specific reviewers
