OBJECTIVES • Briefly describe the different functions the Office of Long Term Care performs • List different funding sources and/or payor sources for different types of providers • Briefly describe the functions of the social worker in the Long Term Care setting
OLTC Mission Statement • The Office of Long Term Care is responsible for establishing and enforcing standards for the operation of long term care facilities. Through inspection, investigation, enforcement and education, we promote care that enhances residents’ health and the quality of their lives
Who does the OLTC regulate? • Any nursing home who receives Medicare and/or Medicaid funds for care and services • Intermediate Care Facilities for Individuals with Intellectual Disabilities • Human Development Centers • Psychiatric Residential Treatment Facilities • Adult Day Care Centers • Adult Day Healthcare • Assisted Living Homes – Levels 1 and 2 • Residential Care Facilities • Post Acute Head Injury Center • Hospital Civil Rights
Medical Needs Department Assigns level of care for: • all nursing homes and ICF/IID’s in the state based on the individuals medical needs • Elderchoices program based on the individuals medical needs • Assistant Living • Alternatives for Adults with Physical Disabilities • Autism Waivers • PACE (Programs for All Inclusive Care of the Elderly)
Medical Needs Department • Educate and oversee the PASRR (Pre-Admission Screening and Resident Review) program • Process TEFRA (Tax Equity and Fiscal Responsibility ACT) applications and determine level of care
SPECIAL PROGRAMS • Oversee the Certified Nursing Assistant (CNA) training curriculum • Maintain the Nurse Aide Registry • Participate in all hearings on CNA’s with findings of abuse and/or neglect • Process results of all FBI (Federal Bureau of Investigation) and state criminal record checks • Maintain the Incident and Accident (I&A) database for nursing home reportables
SPECIAL PROGRAMS • Process initial and renewal license for nursing home administrators • Approve CEU’s (Continuing Education Units) for all of our programs • Process all Freedom of Information Requests from all sources • Review every I&A and forward to the appropriate department and/or agency
FUNDING SOURCES • Federal funding for nursing home surveys which the state is required to match • State general revenue (SGR) funds our licensing survey functions in nursing homes, Assisted Living Facility’s, Residential care and Adult Day Care’s • Nurse Aide training is a mix of federal and state funding
SOCIAL WORKER ROLE • You are a mandated reporter for Abuse and/or Neglect allegations! • If you receive an allegation of the above, first report to the home THEN the OLTC! • We will ask you who you reported to at the home! • Be specific!
SOCIAL WORKER ROLE • Knowledge of home and community based resources • Knowledge of providers specific to the client’s psychosocial and medical needs
