  2. PNG Youth stats in Brief “Empowering and skilling the youths to have the ability to generate income”

  3. Development Challenge How can the youths (especially young girls/ women) be empowered to fully participate in and/or create income earning opportunities for themselves/families? Strategies: • Awareness • Targeted skills & knowledge based training • Access to credit facilities & marketing options

  4. Development Challenge Alignment of sector/provincial plans/Donor Country Strategies to PNGDSP & MTDP Deliverables/Targets PM&NEC DNPM with Sectors, Provinces & relevant stakeholders Provinces with stakeholders Districts with stakeholders

Development Challenge • PNG government taking ownership by integrating youth/gender issues into policies/plans at various levels; • Integrated youth/gender issues institutionalized through the PFD; • Budget allocations determined by aligned programs/projects to achieve set targets and deliverables: However, due to limited available financial resources, implementation is phased

  6. Possible Funding Sources • Operational Budget (Recurrent Budget) • Prgram/Project Funding (Development Budget) • Internal Revenue • Donor Funding • Grants from National Government and other partners

  7. Alternate Options • There is still gender bias on the ground where girls still miss out/are pushed out: • Formal Education (quotas) • Technical & vocational education (quotas) • For those that are outside the classrooms, alternate options exist to accommodate their needs. Eg: Personal Viability Programs; Youth Friendly Centres; Trade Skills Program (purely demand-driven); Private Schools; provinces also building capacity of TVET institutions;

  8. Way Forward • Emphasize need for policy alignment which drives budget allocation; • Continue the Trade Skills Program; • Fast-track endorsement/implementation of PICs Trade Agreement; • Strengthen/build capacity of TVET institutions; • Support TVET institutions that are run by FBOs; and • DNPM continue to play a coordinating role
