7. 7 Western Interconnection2006 Congestion Study Conclusions
WCATF identified 14 Congestion Areas in WI in 2006 Study.
6 other Congestion Areas were identified from sub-regional planning studies.
The WCATF Congestion Areas were not ranked but alternative metrics and ranking methods were explored.
DOE will rank Congestion Areas in its report to Congress in August
Studies indicated that future Congestion Areas are highly dependent upon the location of future resources.

8. 8 Integrated Planning Concept (BPA) Objective: Achieve least-cost planning in a functionally separated industry.
Premise: Most commitments to long-term transmission service, particularly those that require expansion, are tied to utility load service.
Concept: Establish a planning cycle that links individual utility resource planning with a region-wide open season transmission planning.
Benefits:
Improve our ability to develop transmission when needed.
Regional adequacy assessment.
