  2. Important Information This document is a guideline to the Incident Management structure for Fire incidents. Each incident will need to be addressed specific to the actual question. Information supplied are examples only. For the purposes of the incident you will be the Initial I/C and control the incident until the conclusion Command Leadership & Management Section

Arrival Actions Site appliance considering: • Uphill / Upwind • Traffic / Fend Off Position • Overhead or downed power lines • Location of water supply • Responding resources, Aerials, Ambulance, Police etc. • Possibility of Building collapse • Radiant Heat • Clear view Command Leadership & Management Section

Arrival Message Transmit an arrival message: Code 3 Confirmation of Address Brief Description of the Incident Confirm Strategy and who is the IC EG: Smoke issuing from level 2 of a 3 level residential building Brick & Tile construction approx 20m X 35m Offensive strategy P1 S/O is IC. Command Leadership & Management Section

Tasking 1 • S/O - Assume command, Don Tabard and HHT - Switch Off utilities (Confirm this to crew) - Liaise with on site personnel/Gather on scene information - Initial RIT -Any other additional tasks specific to the incident • Crew - PPE, SCBA, HHT, TIC - 1 X 38 F/A make entry via front door on the Alpha side. Be aware 2 persons reported missing in the office area. • M/D - 2 x 70 Hydrant Jones St - Set Up BACO, Triage - Initial RIT • Tasks must be SPECIFIC to the incident at hand, NOT generic such as, save saveable lives, save saveable property.   6. Size Up The Incident Controller must conduct a Size Up of the incident which will include consideration of the following for a Structure fire: B - Building E - Exposures L – Location of Fire E – Extinguishment Means A – Assistance – Internal & External Command Leadership & Management Section

  7. Size Up • Building • You will be required to expand the B for building into a sub-section using the acronym COCFEAF. C - Consideration of Pre incident plans O - Occupancy (building usage and/or name) C - Construction (brick, tile etc, dimensions and levels) F - Fire protection (installed fire service, eg boosters, sprinklers) E - Egress for occupants (which exit doors, fire stairs etc) A - Access for F/Fs (which entry points) F - Fire load (contents, low/med/high).   8. Size Up • Exposures: I - Internal - Life risk, factors affecting spill spread/access problems and specific product load risks. E - External – Mention all adjoining premises/areas on all sides of the fire. Nominate the main exposure/s risk. • You must COCFEAF the main exposure risk E - Environment - Run off to drains, smoke plume direction, waterways Command Leadership & Management Section

Size Up • Location of fire Where is the fire – provide a specific location e.g. Office area on level 2 • You will be required to expand the L for Location into a sub-section using the acronym PREEMS. • P - Protection of F/Fs (SCBA, BA control, SO, RIK ) • R - Risk of Collapse (High/Med/Low depending on construction type) • E - Effects of fire on structure (How will heat & flame impact on structure) • E - Effects of heat and smoke on access & egress (e.g. will smoke prevent use of access & egress points) • M - Magnitude (% compartment/structure involved) • S - Spread (e.g. to upper levels and Delta exposure).   10. Size Up • Extinguishment M - Method - Brigade boosters, hose lines (number and size), pumps required, monitors, aerials, etc. M - Medium – Water-mains or static supply, CO2, foam, dry agent, etc. Command Leadership & Management Section

  11. Size Up • Assistance I - Internal - Alarm Response Level required - Hazmat, FIRU, additional specialist Appliances, etc. E - External - Police, Ambulance, Gas, Electricity, OEH, Council. - Whatever is required specific to the incident. Command Leadership & Management Section

  12. Risks & Control Measures All risks must be specific to the incident. You will require a minimum of 10 risks with 3 control measures for each Examples below: Command Leadership & Management Section

  13. Incident Action Plan The Incident Controller must develop an Incident Action Plan (IAP) based on the critical factors identified during the size-up The IAP will include : • Objectives • Strategies • Tactics Command Leadership & Management Section

  14. Objectives • What are the objectives required to bring incident to a safe conclusion. You must mention minimum of 8 • E.G. • Extinguish the fire • Establish cut off point and contain fire to room of origin • Search and Rescue 2 persons missing • Evacuate the residents on the Bravo side in the smoke plume • Protect the Factory on the Delta side • Switch off and then have the utilities isolated • Salvage operations in the factory area • Overhaul and ventilate the structure • Above objectives are examples only – all objectives must be specific to the incident at hand.   16. Tactics The acronym RECEOS is used to determine how you achieve your objectives : R - Rescue – Crew to locate and remove 2 persons missing, 1 x 38 & TIC. E - Exposures – How will you protect all the exposures at risk from fire or persons in smoke. How will you lessen the damage to the environment? E.g. Aerial to protect factory on the Delta side 1 x monitor, Crews to evacuate residents from Bravo side & confirm with head count, Crew to stop runoff into Cooks river with booms. C - Contain – How will you try to contain fire to AOO (Hose lines size and direction of attack) E.g. Crews 2 x 38 and 1 x70 attack fire from the Alpha side to contain fire to Office area. E - Extinguish – No. of pumps used, No. and size of hose lines used, No. of specialist appliances used and what extinguishing medium used. O - Overhaul – How will you ensure all pockets of fire are extinguished? How will you protect and preserve the scene? E.G. Crews 1x38 TIC, check roof/walls for fire extension. Minimise water use pending fire investigation. S - Salvage - Detail Salvage operations - how & where E.g. Crews cover stock with salvage sheets in production area, remove unaffected stock. V - Ventilation - Detail ventilation operations - how & where. E.g Confirm fire extinguished, Comms established, Crews PPV Alpha side exhaust to Charlie side Command Leadership & Management Section

Tasking 2 • Assign Crews and individuals to specific tasks, • You will not have to mention PPE, HHT for crews in these taskings • Appoint Sector Commanders, Safety Officers, etc as required as the size of the Incident escalates, NOTE – Examples only!! Pump 2 S/O- Sector Commander Alpha, manage operations in A Sect, Sitreps to I/C Crew- S&R of Level 1 with 1x38, SCBA, TIC MD- BACO Alpha sector, set up triage area. Pump 3 S/O- Sector Commander Bravo, liaise with building manager use EWIS to evacuate residents, confirm number of persons Crew- Crew SCBA assist residents to evacuate, report on any evac problems MD – BACO Bravo sector, establish rehab. Look to task Police, Ambulance, Gas, Energy, Sydney Water and any other specialist agency you may have called for in your alarm response. Command Leadership & Management Section
