  3. WHAT ARE INDEFINITE DELIVERY CONTRACTS? An Indefinite Delivery Contract (IDC) is a vehicle that has been awarded to one or more vendors to facilitate the delivery of supply and service orders. Governed by FAR 16.5 There are three types of indefinite delivery contracts Definite Quantity Indefinite Quantity Requirements

  4. IDIQ CONTRACTING FUNDAMENTALS IDIQ is not a type of contract, it is a contracting vehicle IDIQ is a frame agreement or multiple award schedule with defined terms and conditions An IDIQ does not become a contract until a Task Order or Delivery Order is placed under the IDIQ

IDIQ BENEFITS • Task Orders can be developed and awarded quickly under IDIQ contracting vehicles • IDIQ contracting allows great flexibility • Different Types of contracts on same vehicle (Fixed Price, Cost-Reimbursement, Time-and-Material) • Variable quantity • Variable delivery dates • Multiple year contracts

DEFINITE QUANTITY INDEFINITE QUANTITY Provides for delivery of a definite quantity, within stated limits, of supplies or services for which the government places orders for individual requirements during a fixed period. Quantity limits (a minimum and a maximum) may be states as number of units or as dollar values. The contract requires the government to order (and the contractor to furnish) at least a stated minimum quantity of supplies or services, but not to exceed the stated maximum. Provides for delivery of a definite quantity of specific supplies or services for a fixed period, with deliveries or performance to be scheduled at designated locations upon order (task order or delivery order).

  7. REQUIREMENTS A contract that establishes what goods and services will be bought if and when they are needed by the government The government must use exclusively a requirements contract if it has a need that can be satisfied by using it.

  9. MULTIPLE AWARD ORDERING • Govt must provide fair opportunity for each awardee to be considered unless an exception applies. • Streamlined procedures/evaluation • Orders not protest-able, except: • increases in scope, period, or maximum value • GAO > $10M • Ombudsman

  10. TASK ORDER EVALUATIONS Contracting Officer’s Representative (COR) Standard monitoring/evaluation Contractor Performance Assessment Reporting System (CPARS)

  11. FAIR OPPORTUNITY CO must provide each awardee a fair opportunity to be considered for each order exceeding $3,500 CO has discretion in developing appropriate order placement procedures Orders exceeding the simplified acquisition threshold ($150K) shall be placed on a competitive basis
