  5. The programme requires a legal basis under the legislative procedure and co-decision by European Parliament and Council of Ministers 1. European Commission does an impact assessment and consults stakeholders and beneficiaries. Online survey out on 17/09 2. EC presents a proposal. Spring/Summer 2011 3. European Parliament writes a report. First voting in Education and Culture Committee, then in Plenary (spring 2012) 4. Council of ministers agrees or disagrees 5.Possible second reading in EP and compromise 6. In parallel with EU decision process on financial perspectives. The process towards YIA 2.0
