  4. HungarianTransport Administration The Hungarian Transport Administrationis an institution complementing and implementing the work of the Ministry of National Development. Its primary aim is to manage the funds of the road sector and the coordination of the transport branch. Experts and the engineers are proactive, aiming high in the preparatory role and challenge for coordination concerning transport safety and traffic engineering as well as different other areas in conjunction with the standard of traffic development. At the same time, as a government institution, the Hungarian Transport Administration plays an active role in preparing the legislation and in elaborating long term concepts.   5. Hungarian Transport Administration Hungarian Transport Administration measures and reports the road services on expressways and other public roads, supervises the toll collection system. HungarianTransportAdministration works out and harmonizes the mileage based free flow toll collection system for the motorways and the major roads. As an institution, it also provides for the coordination of the pertinent technical regulation and the research areas, likewise facilitating international tasks related to transport development, cooperation and information exchange. The EU-directive in a nutshell For new roads and major changes of operation of existing roads, a Road Safety Impact Assessment is proposed to inform about the accident implications on the road and the adjacent network. To verify a new design, either of a new road or a reconstruction measure, Road Safety Audits shall provide for an independent control and recommendations. Where no reconstruction is planned, Management of High-risk Road Sections and Network Safety Management are to target remedial measures to parts of the network with high concentrations of accidents and/or a high potential to avoid them for the future. Safety Inspections as part of regular road maintenance will allow detecting and treating deficiences in a preventive way by means of low cost measures.
  9. Problems of the implementation - The European „problem”

    Focusing on infrastructure safety the harmonising of legislation process is a very hard question, because: reorganisations of legislations would be necessary in most Member States (huge investments), large differences between already existing approaches (political conflicts), organisational and socio-cultural differences between Member States (effec-tiveness not assured), long time needed to finalise the harmonisation process (appreciable effects only after years).
  10. Implementation of the directive on RISM in Hungary Traffic Law modified in December 2010. Some parts of the Directive were included. The 176/2011 (VIII. 31.), Government Regulation was signed into Hungarian law - implementing the directive in Hungaryfrom 15th of September, 2011. Network elements: TERN and the Hungarian motorways, main roads, roads with higher traffic than 10.000 PCU/day RSA and RSIA will be applied for main roads in 2014 and for roads with higher traffic than 10.000 PCU/day in 2015.

  14. Implementation of the directive on RISM in Hungary - auditors According to the new regulation the National Transport Authority is responsible for the curriculum. The base of it is the training courses of the Trainers International Network (TIN), made by Dutch experts. Guidelines are available for RSIA, RSA. Implementation of the directive on RISM in Hungary - auditors Road Safety Audit Methodology is exist 2-3 audits/year More than 100 trained auditors The first examination was made by experts from the Netherlands, in the framework of „Partners for Roads – Trainers for International Network” in October, 2010 The last course and examination was organised in February, 2013

Implementation of the directive on RISM in Hungary - RSA Audits aremandatory on TERN and on Hungarian motorways for all phases (Initial design, Detailed design, Before and after openingthe road), Only for initial design for main roads from2014, and for roads with higher traffic than 10.000 PCU/day from2015. According to the Government Regulation the Auditors must be independent and have suitable experience or training in the planning of roads, the technology of road safety and the analysis of accidents. Auditors have to renew certificates every 5 years. Auditors holding old certificates must renew them according to the new regulation. Pro Safe - 8/03/2013, Warszawa
  18. Implementation of the directive on RISM in Hungary - RSI Formal practice in Hungary The “Traffic Control Revision” in every 5 years is a mandatory process since 1981. The members of the “Traffic Control Revision” team: delegate of police, traffic management, road authority, and local municipality. It is expedient to divide into 5 parts the managed network and then only these less parts must be revised by years. The application of these rules in practice the following: If a notice arrived to the traffic management of the road from the road authority, or from the other road management company, or from other road user, the traffic manager is spoiling for an “Extra Traffic Control Revision”.

  26. Safety ranking and management of the road network in operation

    Current situation: accident database is exist, but there are mistakes in the localisation of accidents; data capture of GPS coordinates are mandatory for police since 15th, September/2011; new EU funded projects for elimination of black spots (The main problem is the financial budget of the measures. There are very good findings of these methods, professionals see very clearly the list of black pots, but without real investments there are no any possibilities for decreasing the number of accidents.).
