Main provisions of the act • Directing the creation of the strategic oil reserves • Mandating vehicle fuel economy standards • Extending the price controls on oil until 1979 • The goal was to increase national energy efficiency in order to conserve energy resources and keep the cost of energy down.
Authorization of the act • The energy policy and conservation act was authorized in 1975 by 94th Congress and signed by president Gerald Ford • It was amended in 1988 with the alternative fuels act to put an emphasis on developing alternative forms of energy such as hydrogen, nuclear, bio fuels, and solar.
Enforcement • The U.S Department of Energy, and EPA enforce the energy policy act and also provide funding for it. • The Department of Energy, and the EPA have programs such as energy star, which promote energy efficiency and conservation in people’s everyday living. • The department of energy has the State Energy Program, which enforces and helps fund energy policy in the individual states.
Funding • The provisions of the energy policy act are funded by income taxes, grants from private corporations, and government bonds • The act provides funding for energy efficiency incentives, the maintenance of the strategic petroleum reserves, and the development of alternative energies
Reason for Creation • The act was created when congress realized that the economy was vulnerable to foreign energy providers, after the rise in the cost of energy that occurred in the early 1970’s. • The act is beneficial because it helps protect against spikes in the cost of energy, and reduces pollution as a result of greater efficiency.
