  3. BACKGROUND • General Assembly Thirty-First (15 Extraordinary) Session , 2004 • Proposal by Argentina and Brazil (and supported by other countries) «  Group of Friends of Development » • Initiative welcomed inter-sessional intergovernmental meetings

  4. IIM • Three sessions in 2005 • 111 proposals • Information document on development cooperation activities of the International Bureau of WIPO • Useful exchange of views on a number of proposals but no consensus reached

  5. IIM • General Assembly Thirty-Second (17th Ordinary) Session, 2005 • Constitution of Provisional Committee to take forward IIM process • Provisional Committee on Proposals Related to a WIPO Development Agenda (PCDA)

  6. Provisional Committee on Proposal Related to a WIPO Development Agenda(PCDA) • Two sessions 2006 • Chairman, Ambassador Enrique A. Manalo, prepared set of clusters and requested Member States/Groups to place their proposals in appropriate clusters • No consensus reached

  7. PCDA • Thirty-Third (16th Extraordinary) Session, 2006 - renewal of mandate of PCDA • Facilitate work and Streamline process • narrow down proposals to avoid repetition • separate proposals- actionable - declarations • note proposals relating to existing WIPO activity

  8. PCDA • Two session to be held in 2007 • Third PCDA February 19-23, 2007 • Ambassador C. Trevor Clarke new Chairman of PCDA • Document of Ambassador Manalo used as basis for discussion.

  9. PCDA • Annex A of that document discussed • Informal discussions with groups and Members States. • Chair requested specific delegations to coordinate discussions on different clusters • Draft list (40 proposals regrouped into 24) to be recommended for action to 2007 General Assembly

  10. PCDA • Fourth Session of PCDA scheduled for June 11-15, 2007 • Annex B to be discussed • Recommendations forwarded to 2007 General Assembly
