Government Affairs Team (GAT) Background • National office: four federal lobbyists; one state affairs advisor; one key contact associate;one member advocacy position (open) • No federal Political Action Committee • Two-pronged challenge • Maintain relevance with no PAC • Manage “assets for testimony” • Democrats & Republicans both request SHRM testimony on federal / state level • “Joining Forces” Initiative vs. NLRB / DOL Proposed Rules
Government Affairs Team (GAT) Background • Challenge of “Wave Elections” • Cause legislative alliance difficulty • Create novice legislators seeking reliable information sources • Only TWO members of Congress possess HR background • SHRM’s regional & chapter structure • Members engaged in GA activities demonstrate among highest satisfaction ratings across SHRM departments • Satisfied members renew -> renewing members engage more (volunteer, attend conferences, etc.) -> SHRM & State Councils grow
SHRM Advocacy Team (A-Team) • Developed to ensure when policy decision-makers (legislators, regulators, etc.) develop workplace policy, HR’s voice is heard via a “local network” • Since MoC’s are most responsive to their constituents, informs legislators of policy impacts upon employers in her / his district • SHRM members best understand / are best suited to communicate how public policy affects employees, employers & the HR profession as a whole • Entering year three (2012) of five-year implementation
SHRM Advocacy Team (A-Team) • Intended to build upon successful but ad-hoc country-wide efforts in place • Two participation levels • HR Advocate • Advocacy Captain • Four “soloists” vs. “choir” of 260,000 SHRM activists

Measureable Results • House Concurrent Resolution 101 (Neal / Gerlach) • Sought 100 co-sponsors; 52 co-sponsors as of early February • SHRM launched coalition activities, letter-writing & phone campaigns • Co-sponsorship jumped to 106 by mid-February introduction • Rise in State Council / Chapter programming • Existing annual legislative conferences providing more strategic credit • Legislative conferences initiated in California, Florida & Maryland
Measureable Results • Over 8,000 subscribers • Just under 2,700 SHRM members trained • About 1,000 volunteers identified • Between 125 – 350 A-Team members regularly view live monthly webinars
