  3. Collecting the data POL-PRTR on-line system • Registration → facilityidentification • Log in → on-line report

  4. Collecting the data Note: consider only an electronic version of the report Poland is only country in EU, which requires from operators report in 2 versions. In case of not enough access to internet a good practice it to enable the operators report by using the computer in regional environmental agency.

  5. Data verification Two levels: • Voivodship Inspectorate of Environmental Protection; • Chief Inspectorate of Environmental Protection

  6. Data verification Voivodship of EnvironmentalProtection: • comparing with other data from differentreporting; • inspection on the facility; • analyse of the availabledocuments: permits, wastes transfer card;

  7. Data verification ChiefInspectorate of EnvironmentalProtection by using the validationtool (EC): • mostlychecks the correctness of the xml file → lack of data; • correctness of the data itself

  8. Data verification -VoivodshipInspectorate’slevel • facilities from the specificvoivodshiponly; • filtering thedata by: • district; • Borough; • thename of the facility; • REGON - statisticalnumber • ID number; • Login of the facility; • City; • the last report status

Data verification- VoivodshipInspectorate’slevel • main options: • show reports (detailslater) • change the password; • delete; • status of the facility: not under the PRTR Regulationanymore and determine the economicactivity (highlighted by differentcolor); • changing the identification data (detailslater)

Data verification- VoivodshipInspectorate’slevel Show reports: • Set feedback→ usedwheninspectorfindsany error in the report • Archive the report → allreportswhichare not correct (showed as „T” (yes) or „N” (no)); • Show the details → view of the report; • Delete the report → whenaccidentallysendorsendmorethanones

Data verification- VoivodshipInspectorate’slevel • Status of the report: • Indefinite – new report • Source – operator sent a signed printout of report (administrator change status); • To correct – report is wrong. Administrator should inform the operator that he has to improve his report(administrator write the feedback in the same time); • Source – signed – it’s a destination status of each report. It means thatreport was checked and it’s correct. Onlyreports with that status are submittedto European Commission.

Data verification- VoivodshipInspectorate’slevel Changing the identification data: • Locationor main economic activity (Annex I of 166/2006 Regulation) →a new facility in PRTR database(newregistrationrequired) • Other data,for example: operator, name of the facility, parent company→the same facility in PRTR database(updating on the system required)

  13. Data verification- VoivodshipInspectorate’slevel Changingthe identificationdata: • Operator → aninformation to inspectorof VoivodshipInspectorate Inspector: • Archive previous data → save for specificyear • Update the data on the system

Data verification- VoivodshipInspectorate’slevel New facility→ differentcolor • checkingthe correctness of the identification data (registration form) → whether the facility is under PRTR obligations • login (given by the system authomaticly) and password (alsogiven by the system, but need to be change) foroperator by e-mail or telephone

Data verification- chiefInspectorate’slevel • the same rights as voivodshipinspector • someadditional: • ID number → required on EC report; • users management → creating a newaccount/login and the password for inspectors of VoivodshipInspectorates; • generating the EC report → anxml file; • dictionary (allunrolledlists)

  16. Data verification – data qualityimprovement • correction of the single report → secondverification (voivodship/chiefinspector) → changing the status in POL-PRTR on-line system → archive the previous report • as manycorrections as needed • allcorrectedreports → EC

  17. Publication of the data • www.prtr-potral.gios.gov.pl • based on EPER site (replaced by E-PRTR site); • pollutantreleases and transfers and waste transfer → from 2007 -2009; • searching by: • pollutant; • industrial activity; • facility level
