1. Profiling IDPs Baseline data Targeted response Guidance on profiling IDPs
2. Profiling IDPs in urban areas Specific challenges • Forcibly displaced vs. economic migrants • Dispersed within host communities • Invisible (security reasons, choice of housing, mobility, etc.) Need for guidance
3. The methodology • Tufts/IDMC study (complements the IDP Profiling Guidance) • Non-emergency displacement situation • Household survey based on a two-stage, random sample of the entire population of a designated urban area(Note: the survey does not target IDPs, nor ask for self-identification) • Refined at the end of 2008 to address some shortcomings (census data, timeline, user-friendliness)
3.1 The profiling tool The tool allows us to: Produce IDP population estimates and patterns of distribution in urban settings (in protracted situations) Explore how IDPs differ from non-IDPs wrt: demographic, displacement and livelihood characteristics social and economic integration assistance and protection needs Generate hypotheses for further qualitative research
Continued… Secondary analysis of data In Abidjan, we defined IDPs as those who met the following criteria: • They said they had been displaced or evicted • They were from the conflict affected region(s) • They arrived after the outbreak of conflict
3.2 Scope of the methodology The survey does not allow us to: Understand the detail of IDPs experience Reach all the areas of the city where IDPs live Target individuals needing assistance (only IDP areas)
4. What next? How to use the information and tools available to improve the response? Understanding role of humanitarian actors, existing policies and challenges faced by aid agencies
5. Displacement in urban areas: implications for humanitarian action • Understanding urban displacement • Perception and challenges of humanitarian agencies • Approaches and strategies of intervention
5.1 Research methodology Which displaced groups? Conflict-induced displaced Returnees Environmentally displaced Where? large vs. small-medium cities strong vs. weak state capacity emergency vs. protracted displacement
