  4. Is The Project/Program Ready to Close? As the end of the project/program draws near, the grantee should thoroughly review the project/program to ensure that the requirements, objectives, and expected outcomes for the grant will be met

  5. Is The Project/Program Ready to Close? Consider the following: 1. Project Description: • Has the project changed substantially since the grant award? • Are the timelines relatively intact? • Are the objectives and expected outcomes going to be achieved?

  6. Is The Project/Program Ready to Close? 2. Budget: • Will the final budget balance with the existing budget? • Do the final budget projections identify potential savings, shifts in budget object classes, and/or shortfalls? • Will all match and partner contributions materialize?

  7. Is The Project/Program Ready to Close? 3. Modifications: • Have all modifications been identified and executed?

  8. Closure Process Four items are required to close a grant: • Final Performance Report • Forest Service Program Contact’s (FSPC) recommendation to close • Final SF-270 • Final SF-425

  9. Closure Process 1. Final Performance Report: The grantee submits the final performance report, covering the life of the grant, to the U.S. Forest Service Program Contact (FSPC) and spf-reports@fs.fed.us; see FFAST Session #3

  10. Closure Process 2. FSPC’s Recommendation to close: • The FSPC will review the report and • send the grantee their comments, if any, or • approve it, and send it to spf-reports@fs.fed.us • If needed, the grantee will submit a revised report to the FSPC.

  11. Closure Process 3. Final Payment Request (SF-270): • The grantee submits the final SF-270 to the Albuquerque Service Center (ASC) at asc_ga@fs.fed.us • The FSPC reviews the SF-270 and sends the grantee their comments, if any • If needed, the grantee will submit a revised SF-270 to ASC

  12. Closure Process 4. Final Federal Financial Report (SF-425): • After final payment has been made and the grantee reconciles their records, they will submit the final SF-425 to spf-reports@fs.fed.us • Cathy Selby and the U.S. Forest Service Administrative Contact review the SF-425 and send the grantee their comments, if any • If required, the grantee will submit a revised SF-425 to spf-reports@fs.fed.us

  22. Audit Requirements Grantees that expend more than $750,000 in Federal funding a year shall have an independent auditor perform a single or program-specific audit for that year.

  23. Audit Requirements • The Program-Specific Audit is performed when the grantee has expended Federal funds in excess of $750,000 and had only one Federal assistance program during the grantee's previous fiscal year.

  24. Audit Requirements • The Single Audit may be performed if the grantee has expended Federal funds in excess of $750,000and had more than one Federal assistance program during the grantee's previous fiscal year (the grantee may elect to perform Program-Specific audits for ALL required programs instead of using The Single Audit).
