Land Identification for Social Housing • City has a Council Resolution/Policy that stipulate that any City land/buildings should be offered to the Housing Department first before it can be disposed. • City planners identify suitable land for Social Housing. • Councilors identify suitable land for SH in their areas. • Provincial Government offers land to the City for SH. • City request some land from Province for SH. • City’s SH Unit request/motivates for the reservation of the land identified above, for SH development. • Private companies also offers their land for SH. • City’s SH Unit keeps register of all land requests and makes follow-up.
PACKAGING OF SOCIAL HOUSING LAND • Once reservation of the land for SH development is confirmed: • SH Unit request Valuation of the land, confirm Zoning, Tittle Deed Conditions etc. • SH Unit Maps the land and log it in the SH land register. • SH Unit determine weather the City or the SHI should package the land i.e. apply for Rezoning, EIA, Planning approvals, etc. • Generally it is best to do these together with the SHI taking the lead with the support of the City.
Transfer and Release of Social Housing Land • Initially, land was allocated to SHI’s per jurisdiction. (Each SHI had its area of dominance) • Currently, the SH Unit allocates land through a closed tender among interested SHI’s (ad hock land). • For the future, planning a workshop with all SHI’s and share all land reserved to date. • Land is release either on a 30 years lease or sale of 10% of the marked value of the land. • SHI and SH Unit agrees weather it’s a lease or sale. • SH Unit advertise the Lease or Sale of land as required by MFMA and its Regulations. • SHI and City present the land at the PSC Pipe Line List.
Social Housing Partnership Agreement (SH PA) • SH PA allows the City to allocate land directly to the SHI without going to tender. • SH PA allows the City to lease or sell land to the SHI at nominal value. • Some SHI prefers to lease land while others prefers to buy land hence it is important to have both options available. • It is important to put strict condition on the sale or lease agreement to protect City land from being used for other purposes other than SH.
