The challenges in many developing countries • Access to technology. • Limited access to PCs (cost & distribution issue). • Limited access to Internet (cost, reliability and availability issue). • Limited access to paid for mobile services. (very limited choice of services, and relative cost issue). • Education gap.
Background – FG Innovation • Set up at TSAG meeting of January 2012 • Chairman : Ajay Mishra, India • 2 Working Groups • Web http://www.itu.int/en/ITU-T/focusgroups/innovation • Six meetings to date • Objectives • Document successful ICT innovations in emerging economies and assess their potential for standardization • Identify new standardization work items for ITU-T Study Groups • Work to be completed by June 2014.
Terms of Reference • Item 1 :- Documentsuccessful cases of ICT innovations by geographical area • Item 2 : Analyze the innovations that may be standardized and identify best practices which can facilitate the implementation of such innovations in other parts of the world; • Item 3 : Identify a few case studies which, in particular, developing countries can adopt to enhance their ICT innovation and standardization capabilities in order to improve their socio-economic development;
Terms of Reference • Item 4 : Identify the issues developing countries may be facing to bring their ICT innovation to ITU-T; • Item 5 : Suggest future ITU-T study items and related actions; and • Item 6 : Examine how other Standards Development Organizations, forums and consortia address ICT innovation, and integrate them into their standardization activities.
Deliverables • ICT Innovations Report • Report on successful cases of ICT Innovations in different economic sectors from various geographical areas which may benefit from standardization in ITU-T • Proposals on new standardization activities for ITU-T, as appropriate • Side event at the WTSA-12 on “Bridging the Gap: from Innovations to Standards”
