  2. SVHGCP Organizational Structure • Program Manager- Anna Gaug • Grants Managers - Lisa Moore, Emmanuel Onyeobia and Demetrius Bussey. • Each state is assigned a grant manager. They are the main points of contact for questions related to application issues, project timelines and requirements, repayment and other general questions about the program or a specific project. • MAX.gov POC - Mehvesh Shereef • She can also assist with general questions as well as checklist and site issues.

FY18 Year in Review and FY19 • FY18 annual appropriation - $685M • The funds were targeted to clear the backlog of unfunded applications from FY17 • 52 projects were offered funding on the FY18 priority list • 45 Projects went conditional or final • 7 projects deferred or canceled • FY19 annual appropriation - $150M • Over 30 projects expected to receive funding offers

  4. Looking Ahead: Upcoming Deadlines • April 15, 2019 • Initial applications due in Grants.gov. • August 1, 2018 • Safety Citation Plans due. One submission per state is required for any of the state’s projects to be listed on the priority list. • Safety Certification Letters due. Any new application that is a safety project must submit the safety certification letter to be listed as a safety project. • State Matching Funds form (10-0388-6) and state authorization for project due. This includes new applications and projects currently in Groups 2-7 that now have matching funds. SMF forms are required to be eligible for VA grant funding. Note: Any projects that were listed in Group 1 of the previous FY do not need to resubmit unless the form is expired.

  5. Application Submissions • Grants.gov and MAX.gov online document portal • The grant application and reimbursement process is paperless*. We no longer accept document submissions via email. Once the initial application is submitted in Grants.gov and approved by VA staff, the application, award, reimbursement, and closeout process will be managed through MAX.gov. *Three hardcopies of the MOA must be overnighted to VA for signature as last step of grant award. Address is on Max.gov

New Applications: What do I submit? • New Applications submitted on Grants.gov must complete the appropriate items of part A of the checklist VA form 10-0388-14 in order to receive an approval letter and date stamp. • Applications for New Homes, Replacement Homes and Adult Day Health Care centers must complete all 13 items in part A of the checklist (A1-A13) • General Renovation and Life Safety projects only need to submit items A1-A7 to complete the initial application*. *Life safety applications also must submit a safety citation in addition to A1-A7

Conditional or Final Award? • Deciding which type of award is best for the project after funding is offered • conditional award: ½ checklist- including 35%, Historic and Environmental • signed conditional request letter needed to notify program • States have 180 days after conditional award to complete checklist • Extensions not possible, failure to complete results in project re-competing in future year • Includes 100% drawings, bids, finalized budget, debarment forms, property deed and draft MOA • Final award: faster. Requires all documents on checklist completed by program deadlines- typically June 30/July15. • Reimbursement account accessible 2 weeks after MOA signed by VA

All About Safety • Safety is always VA’s number one priority • Annual Safety Citation Plans -due every year by August 1 from every state that currently has a project on the priority list -Due regardless of project type or if it is in Priority List group 1 (matching funds) or groups 2-8 (no matching funds). • Statewide Annual Safety Citation Plans are different from Safety Project Citations /VA Safety Project letters of recommendation • >$400K safety work cannot be combined with other projects in same application if majority cost is lower rank • We review special safety requests on a case by case basis • Working with local VA safety engineers helps critical projects receive prioritized funding and ensures responsible spending • Reporting a citation helps Veterans live in safer environments

  9. Safety Projects Grant applications for projects that correct issues that jeopardize the life and safety of residents are ranked as safety projects. These projects are placed at the top of the priority list and guaranteed funding each fiscal year. The state must provide matching funds for all safety projects before it can receive funding for any other non-safety project All safety projects must have a safety citation from an authoritative body. The state can apply for a project without having a safety citation to fix a potential life safety issue (due to the age of a certain system or other circumstance where failure to replace or repair this system would jeopardize the life and safety of residents if it were to fail) VA Life Safety Engineers will review the project and provide a letter of recommendation or citation to support the project’s ranking as a safety project

Other Helpful Reminders Reimbursement expenses eligible after date application was received and approved in Grants.gov Application date based on when all of the required parts of section A of the checklist are received Budget increases over 10% after initial application is approved requires a new application date or the state to cover the difference Payment requests based on invoices, no advancements Unused grant funds not allowed to be spent on any other projects Combining same work for multiple homes in one application allowed Combining new construction for multiple homes in one application not allowed Combing multiple projects at same home in one application allowed, rank according to majority cost (safety less than $400K) Early and consistent communication is key to grant success
