  3. 1231 Definitions • Incomplete – need to address with a later draft • Changed certified to licensed, certification to licensure • Defined licensure • Adopted National Scope of Practice designations • EMR, EMT, AEMT and Paramedic

  4. 1231 Definitions • EMS Medical Director (suggestions) • EMS Student (pending) • Added “adopt and amend the title and definition of a licensed emergency medical technician or licensed emergency medical responder” allow this to be done by rule vs statutory change in the future

  5. 1232 Training and Certification • Change training to education • Personnel to professionals • Add “D” define “EMS Student” and add generic functions a student may perform (pending)

  7. 1232.3 Commission Duties • Certify vs licensure • Changed “standards of practice” to “scope of practice” • Changed titles and deleted reference to DOT

  8. 1232.4 Bureau Duties • Certify vs Licensure • Add recommend changes in scope of practice to the Commission (pending) possible conflict in 1232.3?

  9. 1232.5 – 1232.11 • Certify to licensure • EMS personnel to EMS professionals • 1232.6 grounds for disciplinary procedings – add “intentional falsification of any documents related to certification, recertification, EMS education or related to the care of a patient”

  11. 1234 Duties of EMS personnel • Combined all 4 levels used generic EMS professional • Changed “rescue, first aid, resuscitation… to “services, treatments and procedures consistent with national education standards adopted by the bureau …” • Take out reference to students – section will be added to 1232

  12. 1234 Duties of EMS personnel • Combined the “three functions” into one paragraph • Changed language to: “while he is caring for a patient in a clinic setting”; “under a protocol that has been approved by the local parish medical society or a medical director” • Deleted “at the earliest possible time” (pending)

  14. 1235 EMS Transportation • Certify vs license changes
