E-LEAVE/FIELD COMMON MISTAKES • Reject Error Codes for Period: 3/12/2010 – 7/06/2011 • SBJ - Transaction cannot process. Overlaps with prior STATS-DETRMT Total 1286 Rejects • Reasons mostly found : • Leave submitted twice via e-Leave and regular leave. • Leave period is overlapping – e-Leave not cancelled before detaching old Command, auto checked out by system. • SB03 submitted for the same period as SB01. • SB05 submitted after separation date • Two different commands submitting the same leave period – via DMO and e-Leave. • Process paper (hard copy) leave chits manually sent to PSD and entered in the e-Leave for same period. • Attempting to process/reprocess for failed leave originally process via paper from PSD/CSD. PSD must process corrected or cancellation of old paper requests that was originally process by PSD. • .

E-Leave LCN used to process separation via paper and via e-Leave • SBH – Leave Authorization Number (T) Leave Authorization Number (M) do not match. Total 476 Rejects • Reason mostly found: • Processing a Correction or Cancellation on a Failed Transaction • ZDBMHF – Date Start Leave before DOS LV and LV Stop Date After DOS • Reason mostly found: • Sailor requesting leave that crosses DOS/EAOS by input of 1 leave chit

PSD must process corrected or cancellation of old paper requests that was originally process by PSD. • BLJ - SB01 (Start) failed – Member in Tax Exempt Zone. LV type Invalid. • Reason mostly found: • Separation Leave are failing because MMPA reflects the 23 FID is still opened. • NSIPS requested DFAS to research and recycle the SB FID as an interim vice failing the transaction until the 23 FID is closed. (NDAA FY12 may change entitlement laws to stop entitlement on date of departure vice end of the month)

Implementation Status Update • Implementation will be a Phase approach • Communication series of messages • CYBERFORCOM – NSIPS Policy/Procedural Responsibilities Message Released • Joint USFF/CPF Message Afloat Unit Rollout Plan for e-Leave • Additional messages pending will include 2 Joint and 1 NAVADMIN
Implementation Status Update • Afloat Environment Assessment Site 1 (San Diego) commands (USS MCCLUSKY, USS MILIUS, USS JOHN PAUL JONES AND USS CARL VINSON). Site 2 (Norfolk) being considered by USFF and CNSF for possible September site visit. • Training and onsite setup support provided by BUPERS 26 • CLA Tool Kit CD will be provided during site visit
Afloat Designating the CLA and Obtaining System Access • Test Case Matrix provided to CLA during Site 1 visit. Weekly tracking meetings to monitor progress and feedback with Site 1 CLA(s). • Afloat NSIPS Server Commands – Should ensure all Sailors have an NSIPS ESR account established Afloat. • Complete Letters of Designation (LOD) for all assigned CLA. Provide copy to SAM, ADMIN and PSD/CSD Afloat. • Maintain original LOD in Administration office
Afloat Designating the CLA and Obtaining System Access • When directed by Fleet Forces via Naval message complete designation of CLAs by completing NSIPS server electronic SAAR request. • System Access Manager (SAM) grant system access for designated CLA per SAAR and LOD on file. • SAM/ADMIN utilize Excel SAM Tracker spreadsheet available on NKO to manage CLA accounts and assignment of new LCN Alpha Prefix per UIC. (Don’t use current paper LCN prefix)
