Terrain NRM: Who We Are • A community-based not-for-profit charged with seeking consensus on catchment health. • We negotiate plan targets, mobilise resources and monitor progress and results. • We seek to improve the health of the institutional arrangements for catchment management. • Personal background in adaptive management research, policy and management.
What it Takes: Healthy Institutional Arrangements • Systems need to create the capacity for adaptive decisions at all levels. • Systems need to enable integrated use of knowledge. • Systems need to facilitate connectivity and integration.
What It Takes: Key Institutional Structures • Strong regulatory agencies. • Science institutions prepared to co-manage. • Knowledgeable industry/conservation sectors. • Agencies prepared to invest in outcomes. • An integrative organisation that can bring people together to agree targets and mobilise effort.
What it Takes: Institutional Functions • Planning and target setting. • Research and development. • On ground actions and delivery. • Education, capacity, engagement. • Monitoring, evaluation, reporting.
From Projects to Systems: • It is easy to think about projects, much more difficult to get integrated catchment systems. • This will take time, but without it, progress will tend to stop-start depending on funds. • Terrain encourages all countries to start building the health of their catchment management systems alongside projects. • Terrain is a specialist organisation that can support donor agencies, countries and catchment regions to build systems.
