ESF 2 – Communications • Current Operations – • Coordinating cellphone, wireless aircards, etc delivery, phone line installations, analog phone and radio deliveries, etc • Prioritizing and escalating of communications restorations with carriers in impacted counties • 800 MHz State Law Enforcement Radio System SLERS is 98% operational w/ wide area connectivity. 2%-reduced coverage • 4 sites reduced coverage but operational • Meacham in NW Escambia Co (Tower top amplifier failure, UPS failure, tilted antennas) • Leemo in S. Escambia (antenna tilted) • Santa in N Santa Rosa Co (antenna tilted) • Pensacola in Escambia Co (antenna tilted) • Kelly in S. Walton Co. repair is complete. • The (new) Niceville site is operational. • Seven (7)sites are operating on generator due to AC power failure. Two (2) restored since 9/21/04 • 51,944 48,040 customer wireline outages reported in Hurricane Frances impacted areas

ESF 2 – Communications • Current Operations (continued) – • 19,000 customer wireline repaired since yesterday 9/21/04 (Frances) • Approx. 1,007,241 services restored since Hurricane Frances (voice and data lines) • 47,534 customer wireline outages reported in Hurricane Ivan impacted areas • 34,999 customer wireline repaired since yesterday 9/21/04(Ivan) • 99.22% average of wireless coverage reported- Hurricane Frances • 77.33% average of wireless coverage CAPACITY AVAILABLE in the areas impacted by Hurricane Ivan • Escambia CO - 1 SAT COLT - 1 SAT COW- 2 COWs • Okaloosa CO EOC -1 SAT COLT (expected to be disabled as cell site is coming back on air) • Ft. Walton Beach – 1 SAT COLT (expected to be disabled as cell site is coming back on air) • LSA#5 Duke Field - 2 COWs2- T1's installed, 49 lines installed 60 ready-link wireless sets delivered and operational

ESF 4&9 – Fire Fighting & Search & Rescue • Current Operations – • Div of Forestry mobilizing 2 bulldozers for Escambia Co • 2 Strike teams of ALS Rescues and 3 Strike Team of Engines deployed in Santa Rosa County • Six P.I.O.'s on scene in Santa Rosa County • One P.I.O. on scene in Escambia County • 2 Mac units operational in Santa Rosa/Escambia Counties • 3 Tankers for fire scene water supplies on scene in Santa Rosa • Two (2) dispatchers for Santa Rosa County EOC on scene • Mobile Command Unit on scene in Escambia County for Pensacola FD • Two Strike Teams of Water Tankers deployed for Santa Rosa Island Fire • Two Engines and 2 Hi Wheeled Vehicles deployed for Santa Rosa Island Fire Protection and One Engine Co. to Midway for Support

ESF 6 – Mass Care • Current Operations – • TSA has 32 Canteens and 2 Kitchens serving the Ivan impact area • ARC has 92 ERVs and 9 Kitchens serving the Ivan impact area • Today there are 7 shelters 805 shelterees in Okeechobee, Escambia and Santa Rosa counties. • Showers requests are being responded to as quickly as the vendor can get them set up, at the rate of approximately 5 units per day. Current lead-time for response is AT LEAST 48 hours. • Laundry units have been ordered it will take at least 4 days before they arrive in state • Unmet Needs – • None at this time • Future Operations – • Continue to support the ARC and TSA with their ongoing operations • Maintain the Shelter Database for Ivan and Okeechobee County (Frances) • To continue to deploy resources as quickly as conditions allow in response to Ivan Up Next – ESF 8

ESF 8 – Health & Medical • Current Operations – • Current DMAT Missions (Ivan) as of 9/22/2004 11:00am. • Activated: • FL-4 at Baptist Hospital, Escambia; total pts. seen to date 441 • OR-2 at West Florida Hospital, Escambia; total pts. seen to date 551 • OK-1 at Sacred Heart Hospital, Escambia; total pts. seen to date 355 • TOTAL PATIENTS SEEN BY DMATS TO DATE: 1,347 • 2 teams staged for multi-state response; 6 teams on alert for multi-state response • 224 professional staff and 2 county assessment teams deployed to affected areas • 1 Epidemiology team deployed to conduct study of Special Needs Shelters • 2 critical incident stress debriefing (CISD) teams dispatched to Blountstown (providing support to the EOC, the Corrections Department and EMS personnel) and to Santa Rosa County. • 1 NDMS Specialty Team and 56 NDMS/HHS staff augmentees deployed to Sacred Heart Hospital, Escambia
