  3. 1. Application Process Based on Decision 2012/12 • Notification of application by 15th February • Supporting information included in the IIR • Evidence that the Party will exceed (or anticipate exceeding) its emission reduction commitments; • Evidence to what extent the adjustment to the emission inventory is expected to reduce the exceedance; • A demonstration that the proposed adjustment procedure is consistent with paragraph 1 of Decision 2012/3.

Application Process • For new emission source categories: • evidence that the new emission source category is acknowledged in scientific literature; • evidence that this source category is “new”; • evidence that this additions leads to non-compliance. • For significantly different EFs used for determining emissions from specific source categories: • a description of the original and updated emission factors; • evidence that the original EFs emission factors were used; • a comparison of original/new emission estimates;

Application Process • For significantly different methodologies used for determining emissions from specific source categories: • a description of the original and updated methodologies; • evidence that the original methodology was used; • a comparison of original and updated emission estimates demonstrating that the change in methodology contributes to a Party being unable to meet its reduction commitment;

Review of Application Management of the Process • The review process will be managed by… CEIP? • At least two experts will be comissioned to undertake the review of the information provided? • The review will deliver a report that either recommends acceptance or rejection of the application. • This report will be submitted to CEIP, EMEP SB (and implementation committee if rejection).

  9. 3. Funding Mechanisms • Funding is unlikely to be available from EMEP • One option would be to require Parties to pay to have their application reviewed. • Cost will be dependent on the amount of work required for review. • Management costs (CEIP?) • Technical costs (review experts)
