ORIE Resources The Unit Effectiveness Process (UEP) Planning Evaluating Implementing
ORIE Resources: The Unit Effectiveness Process (UEP) • Resource Objectives: • Define and describe the UEP • Describe UEP step-by-step • Define key terms • Provide Checklist/Rubric to assess UEP
ORIE Resources: The Unit Effectiveness Process (UEP) • Institutional Effectiveness and Continuous Improvement • Institutional Effectiveness - A continuous set of the processes of planning, assessment and review aimed at ongoing improvement (Southern Association of Colleges and Schools).

In short, a properly deployed IE process should promote a Culture of Continuous Improvement
ORIE Resources: The Unit Effectiveness Process (UEP) • The History of the UEP • A formal process we follow to document our self-improvement efforts Began at UT Arlington Pam Haws Austin Lane Evolved from Unit Effectiveness Plan to Unit Effectiveness Process
ORIE Resources: The Unit Effectiveness Process (UEP) The UEP Follows the Hierarchy President Vice Chancellor Vice President Vice President AVC AVC Dean (4-6X) Ex. Director Ex. Director Dept. Chair (10X) • Follows the preexisting infrastructure • Greater efficiency • Greater accountability • Allows unit to focus on what is important to its members • Allows unit to choose to use its own strengths to tackle problems
ORIE Resources: The Unit Effectiveness Process (UEP) • Advantages of the UEP • Satisfies SACS requirement for continuous improvement • Documents accomplishments for stakeholders • Records procedures that worked and those that did not and why- which in turn promotes more effective future efforts • Prompts intra- and inter-departmental discussions • Promotes accountability
ORIE Resources: The Unit Effectiveness Process (UEP) • Advantages of the UEP • Follows the four principles of execution • Focus • Leverage • Engagement • Accountability
ORIE Resources: The Unit Effectiveness Process (UEP) The UEP Cycle Planning: June – August Planning Sessions Retreat Document Interventions Planning Stage Due Sept. 1 Implementing Planning Evaluating Evaluating: May – June • Year-end Update Retreat (June) Results of Interventions Accomplishments Recommendations Closing the Loop • Close Loop Due Sept. 1 Implementing: August- May Implement Interventions • Update Retreat • Progress Report Due Feb. 1
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 1 Come Together as a Team • The Four principles of Execution are … • Focus • Leverage • Engagement • Accountability • Without meeting as a team, virtually all of the principles will be nullified
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 2 Create Mission, Vision, Value Statements • Mission • Who are we? • Why do we exist? • Values • Beliefs that guide the unit • Declarations of how the unit will act • Vision • Concrete picture of where the unit is headed • Guides allocation of resources
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 3 - Identify KPIs for Unit • Turn to page 1 of KPI Catalog and choose from list of indicators for your respective area • Work with ORIE team to choose best indicators for given area and develop additional ones as necessary • The KPI Catalog is a living document, meaning that it is expected that not all indicators are provided; however, further resources are provided at the end of the catalog to direct you
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 4 - Benchmark Scores when Possible • When possible compare scores for LSCS to peer schools (benchmarked reports are from Texas Higher Education Coordinating Board (THECB) www.thecb.state.tx.us/ and National Community College Benchmark Project (NCCBP) www.nccbp.org • Beware, both THECB and NCCBP use slightly different methodologies and results will vary from internal standardized reports • Often there is a lag in the reporting from THECB and especially NCCBP so their data will not be as current as internal reports (this is particularly problematic when an initiative has been implemented and you would like to view current results) • Not all metrics can be compared to other schools, when scores from other school are not available, examine the trend of scores for LSCS to determine if scores have been increasing, decreasing, or stable over the past few years • Beware, of any interventions that may have taken place in the time frame you are examining
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 5 – Perform SWOT Analysis • Although not required, this step is suggested—especially when one has not been performed in the past few years • Strength • Weakness • Opportunity • Threat
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 6 – Identify Processes for Key Activities • Often units will focus on activities and processes only after they are underperforming on those activities; however, it is equally important to know why you are performing well in an activity as to know why you are performing poorly in an activity Aware of Causal Process Unaware of Causal Process • In order to make a strength out of a weakness, one must first understand the causal processes that impact, or drive, improvement • Once identified, a unit can shift those levers to affect change Strength Weakness
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 7 – Prioritize Activities • Given limited resources and what would appear to be ever increasing need, a unit will more than likely have to choose which activity to work on first
ORIE Resources: The Unit Effectiveness Process (UEP) • UEP Execution: Step 8 – Fill out UEP Form in Compliance Assist • ORIE will guide the process and has resources such as the Compliance Assist Manual (Priscilla Martin)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Goal: (What would you like to do in broad terms?)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Objective: (What exactly do you intend to accomplish, to whom, and by when?) Specific and Measurable (follow KPI Catalog)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Action Steps: (What activities do you need to do in order for you to achieve your objective?)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Expected Outcomes: (How will you define success?)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Method of Assessment: (How will gather data?) Follow KPI Catalog as guide
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Progress: (What activities did you complete?) These are your OUTPUTS (example, services delivered)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Results: (What impact did you have?) These are your OUTCOMES (example, impact on students)
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Execution: Step 8 – Form Definitions Next Steps: (How can you do it better?) This is where we decide to continue intervention or shift focus to a new one
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Glossary Action – An event or action taken to accomplish an outcome (i.e.: summer camp, workshop, and marketing). Goal – A broad statement that describes what is to be achieved to fulfill the program mission. Institutional Effectiveness – A continuous set of the processes of planning, assessment and review aimed at ongoing improvement (Southern Association of Colleges and Schools, 2004).
ORIE Resources: The Unit Effectiveness Process (UEP) UEP Glossary Objective – Statements of aims or desired ends whose achievement can be assessed to demonstrate progress toward or achievement of their goals. Outcome – The consequences or results of processes. Outcomes are specified or defined by means of outcome goals and objectives. Institutions and units exist to produce specific outcomes. Result- What happened? Was the Outcome Measure (performance target) accomplished?
