Methodological description of action plan elaboration Quality of elaboration • Proper explanation of the selected measures, which shall be justified in line with the SWOT • Selection of eligible activities within each measure and their verifiable justification supported by the SWOT • Particular measures can be attached to several objectives, but implemented by different eligible activities directly related to them. The judgment must verify if selected activities are relevant to these objectives and can help to achieve them • Detailed elaboration of measures and eligible activities in the Annex 4 of the Strategy document • The interlinks and logic of selected activities and measures in connection with objectives and development priorities

  4. Logic in connection with other parts of the strategy • Inter-link of proposed measures and/or eligible activities with special view on the eligible activities attached to particular specific objectives, and their contribution to these objectives fulfillment • Interlink of measures with the proposed financial plan, in more specific – if the financial allocations within each measure are sufficient to create the whished change within each priority and help to achieve objectives • Interlink of eligible activities on the strategy monitoring framework mainly the relevance of additional monitoring indicators and if they allow to measure outputs at the activity and measure level.

Importantquestions to beasked (eachquestionranking 1 – 5, 1 – worst, 5 – best) • Proper explanation of the links among specific objectives – measures and activities • The use of particular measures and activities is properly justified in favor of solving key problems of the territory • The contribution of selected activities to the objective achievement is obvious and sufficient in given time
