WHY ARE WE DOING THIS AGAIN? • Currently 3 year update cycle • 2010 State Plan expires 7 Nov 2013 • FEMA likely to change to 5 year cycle • Must keep updated • Eligible for Public Assistance Categories C-G funding • Eligible for PDMC funds • Over $14 million in Mitigation funds to Montana since 1996 • Projects funded 75 federal/25 non-federal • Must meet benefit/cost analysis of 1.0

4. 2013 STATE PDM PLANRISK ASSESSMENT • Use GIS to intersect structure data with hazard area • Map hazards • Parcel data from Montana Dept. Revenue Cadastral Mapping Program for residential and commercial/agricultural/industrial properties • State critical facilities – spatially located as part of this project • Determine value and number of structures at risk • Population at risk • Determine annual loss • Frequency = # events/period of record • Magnitude = (damage/# events)/ total value of building stock • Annual Loss = Frequency x Magnitude x $Exposure in Hazard Area

5. Statewide Risk Assessment • Risk Assessment Template • Uses GIS to calculate loss estimates • Provides local jurisdictions a standard methodology to build upon and improve data presented in local plans. • Will produce standardized risk assessments and “apple to apple” comparison of hazard risks across the state. • 2013 State PDM Plan contains analysis for all counties and incorporated communities
