Sudatel Company – An Overview • Established in September 1993. • Started operation in February 1994. • Awarded monopoly of 15 years to provide fixed voice and data communications. • Current infrastructure: • 1.3 million telephone lines • 0.8 million subscribers • 230 digital switches • 35 data switches • 80 satellite earth stations • 6,000 Km of fiber optic cable • 333 Km of Submarine cable( with Saudi Arabia)-SEA-ME-WE • 45 digital microwave links SUDATEL CO. VSAT Project 1- Assessment • Pros: • The first prototype VSAT project in Sudan. • Good service provision( Voice & data). • It enhanced the VSAT market in Sudan. • Cons : • Inefficient accounting system (Billing problems). • Poor network sizing due to low expertise in VSAT technology and lack of demand at that time. • Slow growth in network because customers are not aware of VSAT benefits and afraid of the new technology . • Economic embargo imposed on Sudan has adversely affected the network operation & growth. • Costly equipment , as no Ku-band coverage over Sudan. VSAT PROJECT 2 - Assessment • Pros : • The second VSAT project in Sudan. • The product has an efficient accounting system (billing ). • Fairly good network sizing due to acquired expertise in VSAT technology and clarity of demand. • It greatly enhanced the VSAT market in Sudan. • Cons : • Unstable service provision( Voice & data) due to poor design. • The Economic embargo imposed on Sudan has adversely affected both technology & product selection as few suppliers had submitted VSAT offers for the tender. • Costly equipment as no Ku-band coverage over Sudan. RIVP - Introduction • On Oct. 1999 an MOU signed between ITU & INTELSAT to support Universal Access ( UAP) program in remote isolated areas. • Sudan candidate project ( Remote Isolated Villages Project - RIVP ) created & selected by ITU &INTELSAT in March 2001 within other five African projects. Basic Concepts of UAP • Establish cost-effective telecom solutions for remote isolated areas using Intelsat space capacity for VSAT and WLL technologies. • African countries propose their projects. • Intelsat conducts business-case, system design, & bankable documents. • ITU help & liaise in attracting finance by using bankable document of Intelsat . • Intelsat launches RFP and support technically. RIVP Project history • Techno- economical feasibility study was prepared by ITU/ INTELSAT in August 2001 and accepted by Sudatel . • A meeting of details between INTELSAT, ITU & SUDATEL supposed to take place in Washington D.C. by the end of 2001 but the 11th September accident blocked the visa granting to USA. • A Tripartite meeting between INTELSAT, ITU & SUDATEL was successfully held in Montreal, Canada in October 7-11, 2002.It finalized the RFP and prepared an action plan. Meeting of Montreal • Meeting between INTELSAT, ITU & SUDATEL took place in Montreal(Canada) in Oct ,2002 to address : • Design of the final concept of Sudatel’s satellite network and definition of equipment requirements. • Schedule of implementation. • Cooperation and assistance requested by Sudatel from INTELSAT & ITU. • Financing of the project implementation. RIVP Project Importance: • Rural Tele-density: Only 0.02 % • RIVP project : • 1.7 million people with telecom service accessibility. • Traffic:0.07 Erlang per subscriber. • Revenues:Twenty Million Dollars per year (20,000,000 US $ ) for (600 remote stations). • Investment Return:Less than 5 years.   27. RIVP Project Services • Low End Application:for communities of 20-100 subscribers. To provide them with voice and fax services at payphones or public phone booths. • Medium End Application:for communities of up to 300 subscribers. To provide them with voice and low to medium data rate services. • High End Application:for communities of higher than 300 subscribers.
