  2. BACKGROUND • DND HAS AN EXTENSIVE HISTORY OF PARTNERING • EXAMPLES: BILATERAL AND INDIVIDUAL COUNTRY TO COUNTRY INTITATIVES, TRILATERAL AND TRILATERAL PLUS ONE, WORKSHOPS AND CONFERENCES, WORKING GROUPS, AND NATO/CCMS PILOT STUDIES

  3. SELECTION FACTORS • DESIRED OUTCOME - INFORMATION SHARING - EDUCATION - DEVELOPMENT OF POLICIES AND TOOLS - FOSTER STRATEGIC RELATIONSHIPS/MENTORING

  4. SELECTION FACTORS • COST • COUNTRIES AS PARTNERS • NUMBER OF PARTICIPANTS • LENGTH OF RELATIONSHIP (END DATE OR ONGOING) • DISTANCE TO TRAVEL • COMMONALITY OF CONCERNS

  5. LESSONS LEARNED • BILATERAL AND COUNTRY TO COUNTRY INITIATIVES ARE RELATIVELY EASY TO ORGANIZE • GOOD FOR INITIAL AWARENESS SESSIONS AND SINGLE ISSUE DISCUSSIONS • EXCELLENT FOR RELATIONSHIP BUILDING • CAN BE FORMAL OR INFORMAL

  7. TRILATERAL • SITE VISITS TO IDENTIFY AREAS OF COMMON INTEREST • INFORMATION ON MAIN ISSUES UPDATED ANNUALLY • NEW TOPICS IDENTIFIED AS REQUIRED • EXCELLENT FOR RELATIONSHIP BUILDING AND SHARING OF INFORMATION

  8. TRILATERALS – FUTURE POSSIBILITIES • 3 COUNTRIES WITH VARIED LEVELS OF EXPERIENCE WITH AN ISSUE • EX: ONE WHERE THE ISSUE IS FULLY DEVELOPED AND IMPLEMENTED, ONE WHERE THE ISSUE IS PARTIALLY DEVELOPED ONE JUST BEGINNING DISCUSSION OF THE ISSUE

  9. TRILATERALS • ENCOURAGE ADVANCEMENT OF THE ISSUE IN COUNTRIES AT EARLY STAGES • COST EFFECTIVE • GOOD FOR LESSONS LEARNED EXCHANGE • GOOD FOR EXCHANGE OF TOOLS AND POLICIES • GOOD FOR DEVELOPMENT OF RELATIONSHIPS

  11. WORKSHOPS • USEFUL FOR GROUPS WITH VARYING LEVEL OF AWARNESS AND EXPERIENCE WITH THE ISSUE IF BREAKOUT GROUPS ARE USED • GENERALLY USED AS ONE TIME EVENTS

  12. NATO/CCMS PILOT STUDIES • USUALLY USED FOR LONGER TERM ISSUES AND INTITIATIVES • NEED LEAD COUNTRIES IDENTIFIED • SOME COSTS PAID BY NATO • USEFUL FOR COMPLEX ISSUES THAT NEED DEVELOPMENT AND DISCUSSION • USEFUL FOR DEVELOPMENT OF TOOLS AND POLICIES

  13. CONCLUSION • ALL TYPES OF PARTNERING ARE POSITIVE • NEED TO CHOOSE THE RIGHT TYPE FOR THE DESIRED OUTCOMES • NEED TO CONSIDER CRITICAL FACTORS • NEED TO CHOOSE YOUR PARTNERS WISELY
