EURES Seminar, Selfoss 2005 • The Icelandic Labour Market under (Ab)Normal Conditions. Analysis and Problem-Solving from an Integrated EURES Perspective • Jón S Karlsson EURESadviser • EURES IS
Economic boom - • The Icelandic ecomy has a tendency to swing, is volatile or acts fast • (Relatively) Flexible labour market • Large projects • Successful capitalists have revitalized the privatized banks • High tech mindedness – Spending spree • Unexplained phenomena ???
“Normal or abnormal” • Iceland during economic booms • Good opportunities • Change in job ethics • Problems with recruitment, especially to less paid jobs • Problems with inflation • A feast that will end sooner or later? • Soft or a crash landing?
Effects on labour market • Imbalance • Chances for marginal groups • PES has too few (or too little) to offer • Foreign workers fill in the void • Are foreign workers a reserve or marginal group?? • Yes, in a way. Many EURES workers are temporary. • Everything is relative – what is waiting back home is an important determinant
1.8% unemployment rate • All able and willing persons already working?? • Marginal groups get jobs – young and old • Difference male – female explanations • Similar situation in former booms • Limitations and special offers • 7000 foreigners working in Iceland
EURES as an alternative • EURES may not be the first thing that comes to the employers’ mind • Cheaper solutions or sometimes more certainty? • Relative attraction – depends on what you are used to • The most effective way
EURES Job Mobility Portal • EJMP is a tool for promoting job opportunities – Intergrated with PES?? • The typical applicant is independent and self-reliant • Special efforts and cooperation • Special guidance at www.eures.is • 7-8000 applications in 2005
Recent changes and opportunites • EJMP Integration with national system – opportunities and obstacles • More need for help from EURES partners in target areas • Overflow?? • Different pattern?? • Transnational EURES partnerships, Poland & Iceland
EEA-citizens at hand • Check the uneployment record to analyse the group of unemployed EEA-citizens • May (50) & September 2005 (35) • Job offers or encouragement, some results (65 yrs is the record for EURES placement) • Ambitions – job opportunities- mismatch • Evasion and unemployability??
Conclusions • It feels good to be high • Job opportunities to almost all • Growth pain and possible hangover • Limited supply and image problems • National and EURES-connection • EURES Quality Standards and Trade Union Efforts • Amendment of the legal frame
