BRIEF HISTORY OF USO PROGRAM (1) • Till the end of 1990’s: • Monopoly regime, required: 20% investment for rural and remote area • Generated “KSO” (Operational Cooperation) between incumbent and vendor or closed network satellite operator • Failed to accomplish the target due to economic crisis • 2000’s: • During the transition period from monopoly to full competition the Government took the necessary actions to strengthen the basis for competition eg. USO pilot project (1 phone for 1 village) • 2003 & 2004: • USO Program Budget had been allocated for Capex (Capital Expenditure) subsidy in last mile (assets belongs to Government) • Financing Scheme: Incremental Cost • Last mile technologies: Portable Fixed Satellite, VSAT, Radio Terrestrial, Cellular, and IP-based • Service areas: 5.354 villages (15,13% per 2003 & 2004) • Procurement: Open tender for operators and vendors

Initiative USO Program in 2006 • Indonesian Government received grant from Qualcomm and Cooperation with Sampoerna Telecommunication Indonesia to develop Telecenter in Way Kanan (Lampung Province), the project called “Wireless Reach”. • Using Technology CDMA2000 1xEV-DO with Frequency 450 MHz and which result the speed connection at 600 Kbps.

USO PROCUREMENT 2007 – 2009 (Basic Telephony Services) • Last mile access neutral technology: • Services: • Ring village (voice, SMS, & internet access), • Smart village (voice, SMS, & internet) → 100 villages for pilot project • Service areas: • 32 Provinces → 31.824 villages (almost 100% of target, based on village potential statistics 2006 released) • Divided into 11 blocks by Ministerial Decree & no priority block • Time target: • Deployment = 2009 – 2010 • Service = 2010 – 2014 • Procurement: • Open tender for Indonesian telecommunication operators (exclude ISPs) • 7 tender packages • Multiple years performance based contract (5 years) • The lowest monthly subsidy (must meet administrative and technical requirements) • Providers: • TELKOMSEL (5 packages) • ICON+ (2 packages)

  11. In years 2007 : • BTIP in law until the end of years 2007 with PT. ACeS; • Three issues related to the USO", namely: • Government as the responsible so that there are thinking "USO provider"; • Related interconnection network providers according to the regulation must be the USO provider as a nationwide network. • Because no single structure of telecommunications networks and services that match the "USO provider" then, as well as thinking / study of the FWA (Fixed Wireless Access) which gave to "the organizers jartaplok FWA" the USO provider in the hierarchical structure of the Indonesian telecommunications industry to "PROVIDER JARTAPLOK KPU / USO ";

Ringing Village and Smart Village • Ministrial Decree No. 32/2008, Basic Telecommunication and Informatics for Public Services Should be : • The Lowest Subsidy • Affordability : Willingness to pay and Ability to pay • Suistainability • Throughput): min 56 Kbps from CPE to Providers Equipment • Latency : Max 750 ms from CPE to IIX • Packet Loss : 2% from CPE to IIX

  18. Sub District Internet Center (PLIK) Ministrial Decree No. 48/2009 on Sub District Internet Service Center at USO Area. Sub district Internet Center (PLIK), is centre for providing internet facility with funded by USO Fund. Current Status : All Package in contract Process and Development Target in December 2010. Target Area for Sub District Internet Center, is shown bellow.

Configuration for Accessing Sub District Internet Center (PLIK) No. 1 No. 3 • Mechanism: • The Number of Sub District Internent Center are 5.748 SSL in Indonesia(No. 1). • Monitoring Management for PLIK (SIMMPLIK) as a PLIK gateway should be connet to all PLIK which manage by BTIP (No. 2). • The Internet Connection for PLIK is conducted by the ISP Upstream for creating the healthty and secure content for local communities.(No. 3).
