State of Virginia Gang Definition 18.2-46.1 Definitions. “Criminal Street Gang” means any ongoing organization, association group of three or more persons, whether formal or informal, (i) which has as one of its primary objectives or activities the commission of one or more predicate criminalacts, (ii) which has an identifiable name or identifying sign or symbol, and (iii) whose members individually or collectively engage in or have engaged in a pattern of criminal gang activity.

HOME GROWN vs National gangs National gangs are large-scale gangs that have numerous sections, often closely related and are found in cities throughout the United States Homegrown gangs can imitate the signs and culture of national gangs to gain respect from other local sets, but these gangs are not necessarily affiliated with national gangs For example, BLOODS –National Gang Highly structured. Homegrown Gang- Local Gang no set leader or structured normally neighborhood gangs.
