Purpose of Annual Refresher Training • Revisit the intent and the basic requirements of the illicit connection/illicit discharge elimination program (ICID) under the NPDES Storm water / Urban Runoff mandate.
The objective of ICID elimination programs • To detect and eliminate illicit discharges and illicit connections into the storm drain system, to document, track, and report on such incidents
Screening and Investigating Suspected Illicit Connections • Permittees are required to inspect all open channels and underground storm drains for illicit connections no later than February 1st. • Investigate illicit connections within 21 days from the date it was discovered • Terminate any confirmed illicit connection within 180 days.
