3 City of Bucharest,District 1 • City of Bucharest: capital of Romania,238 sqkm, almost 2 million inhabitants; • From the administrative point of view, Bucharest is run by a General Mayor and a General City Council, each District having one Mayor and Local City Council, both elected directly by their citizens; • The District Mayors have power over public services such as waste management, parks, social assistance, social housing, schools, local hospitals, maintenance and road modernization and of course, collecting local taxes.

5 2020 Marathon - vision & targets: • Vision: • 2020 Marathon “start the long run for a green future”; • Bucharest District 1 Sustainable Energy Action Plan – local level coherent measures and actions to reach 2020 European objectives; • Rational Use of Energy (RUE) more than 20%; • Renewable Energy Sources (RES) more than 20%; • CO2 emissions decrease more than 20%; Sustainable Energy Action Plan (SEAP) objectives for 2020: Objective 1: RUE increase by 26,6% Objective 2: RES increase by 20,1% Objective 3: CO2 emissions decrease by 24,1%

9 First steps: 2008 - 2010 • Learning curve and improving internal procedures • Public procurement tenders procedures for framework contracts • 2009-2010 EIB negotiation. Closing contract in 2011 • and again new constraints: • first wave of the crisis (slowing the revenue growth) • Government measures (under IMF) includes restrictions for the Romanian public debt • Over EUR 64 mil investment from the Local Budget • Strong results that prove determination:
10 Thermal Rehabilitation Program (TRP) in 2011 • In 2011 we started the works for other 261 buildings with total payments of EUR 90,899,644, co-financed by EIB with EUR 49,806,624 and by District 1 with EUR 41,093,020. Considering first available data: • Heating consumptions decreased by -63,2% • CO2 emissions decrease by -45,9% (average index of 34,6 kg CO2 /m2) • All rehabilitated buildings under 100 kWh/m2
11 Thermal Rehabilitation Program (EIB) 2011-2013 • Local Budget contribution of EUR 42 mill by the end of 2012 • Heating consumptions to decrease by minimum 50% • CO2 /m2emissions to decrease by minimum -35% • All rehabilitated buildings under 100 kWh/m2
