WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna RMDCN Contract - Background • The RMDCN contract was signed with Equant on 4 December 1998 • ran for 8 years starting on the Service Commencement Date (15 march 2000); had a break-point option after five years of service. • Accession Agreements can be concluded throughout the term of the contract • 4 Supplements • No 1: ‘cosmetic’ • No 2: extension to outside RA VI • No 3: Speed upgrade • No 4: Migration to MPLS

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Main Contract • RMDCN Contract • ECMWF • All ECMWF Member States • Co-operating States of ECMWF at their own option • Ceiling prices for the entire WMO Region VI reviewed annually • Signed by OBS and ECMWF • Accession Agreements • For all other WMO RA VI members joining the RMDCN • Each State requires its own Accession Agreement • Signed by OBS and the Acceding State

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Supplement no. 2 • To join the RMDCN, a country that is not a Member State or Co-operating state of ECMWF must sign an “Accession Agreement” • The recommendation to amend the contract in order to support the enlargement of the RMDCN membership was supported by ECMWF committees and RA-VI • Supplement number 2 to the RMDCN contract was signed on 27 June 2002 • This amendment has been used to implement RMDCN connections designed to improve the GTS MTN

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Supplement no. 3 • In order to decide on whether to use the break-point option included in the contract (and to issue an ITT) or not, ECMWF undertook a survey of Managed Data Network market during spring and summer 2002 • The break-point option provided an ideal opportunity to discuss the findings of the survey with EQUANT • The discussions resulted in EQUANT offering: • A 27% price reduction from 1 January 2003 • Annual price review, commencing on 1 April 2004 • Biennial contract reviews with associated breakpoints in exchange for the 5-year break-point not being exercised

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Supplement no. 3 (cont.) • Four price reviews • All the charges are reviewed • Two Biennial Contract Review to take effect on 1 April 2005 and 1 April 2007 • Review of the technology suitable for the RMDCN • Take into account price reviews • The contract review is performed during spring and summer of the previous year • At each contract review ECMWF has the option to request an independent 3rdparty to assess the RMDCN charges or the technology • If ECMWF considers the price and/or technology offered under the BCR not competitive, ECMWF has the option of terminating the Agreement with 18 months notice to Equant

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna One SLA for the RMDCN community • Guaranteed Repair Time • Baseline is a 2-hour restore time for any Severity 1 fault (Severity 1 implies that the service is unavailable) • subject to the availability of a cold standby router at the customer site and diversity of backup connection • Service Availability • Baseline figure is 99.9% (100% for Mission Critical Sites) • Measured per site • Round Trip Delays (RTD) – from CE to CE • Defined per region; vary from 90 ms to 588 ms • Packet Loss Ratio (PLR) – from PE to PE • Defined per region; vary from 0.1 to 0.4 %

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna SLA (cont.) • Throughput commitments is 80% of IP bandwidth (over a 60 minute window) • Availability • Committed monthly availability of the backup service is 90% whichever the site • Global Service Degradation: when 30% or more of all sites fail to meet the SLA • Service Rebates are due when • service levels are not met (e.g. below 99.9 %) • Guaranteed repair time not met • RDT exceeds 110% of the agreed level • Service Degradation has been demonstrated (abnormal throughput or backup access unavailable)

10. WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Cost Sharing - Redistribution • MPLS Migration • OBS offer (2004) showed higher MRC for some Sites • No Site should pay more than FRame Relay MRC • So the ‘more charges’ (~£14.5K) for these Sites were redistributed over the other Sites • Price reductions in 2006 and 2007 have reduced this to ~£9.3K • Latest Price Review indicates a significant reduction in the MRC; working out the impact for the reduction of the cost redistribution.

WMO RA VI SG on RMDCN, 4-6 June 2008, Vienna Current Members • 42 Sites (40 Countries + EUMETSAT + ECMWF) • 28 Sites under main contract • 14 Sites have Accession Agreement (5 sites outside RA VI: Japan, China, India, Saudi Arabia, United Arab Emirates) • The following Region VI countries have not yet joined: • Albania, Armenia, Azerbaijan, Belarus, Bosnia & Herzegovina, Cyprus, Georgia, Kazakhstan, Malta, Monaco, Moldova, Ukraine, Montenegro, Israel, Syria • New potential sites in short term: • Montenegro, Israel, Morocco (ECMWF Cooperating State) • South Africa
