Past Discussions from Nov 2012 Meeting • NOAA-EUMETSAT Internet2-GÉANT Link • Action item assigned to Michael Laufer of NOAA from the August 29, 2012 meeting held in the US between our organizations.Colum Grant was named by Kevin as the person from EUMETSAT who would participate in this effort. • A technical evaluation for a data path over the Internet2 (I2) and DANTE/GEANT networks between NOAA in Suitland MD and EUMETSAT in Darmstadt Germany. This path would be used to test the viability of sending larger amounts of NPP (or other) data from NOAA to EUMETSAT and data (still TBD) from EUMETSAT to NOAA. • NOAA is already connected to Internet2. EUMETSAT is already connected to GÉANT. Michael is working with I2 to evaluate this and would like to include Colum and GEANT in this evaluation. • No progress to date on this effort.

Connectivity Alternatives Options Results/Implications • Use Existing Methods and Circuits (T-1’s, DS-3s, 10-50 Mbps, etc.) • Internet • Install High Bandwidth commercial connections (1+ Gbps); point to point circuits or MPLS type virtual links • National Research & Education Networks (NRENs) such as Internet2 and GÉANT • Cost neutral (Circuit Fee and tail circuits) Dedicated resource & two endpoints; Monitored Limited to the speed of commercial circuit and only a very small portion of traffic can be sent • Costs Minimal (ISP Fee and tail circuits) Shared resource Limited to the speed of access circuit but all traffic can be sent as fast as networks can deliver Inconsistent unreliable delivery; UnmonitoredNetwork • Extremely Costly (Circuit Fee and tail circuits) Dedicated resource & two endpoints; Monitored Limited to the speed of commercial circuit but all traffic can be sent • Costs Minimal (NREN Fee and tail circuits) Shared resource but layer2 links and multicast possible Limited to the speed of access circuit but all traffic can be sent as fast as networks can deliver Reliable delivery; Monitored Network

New NOAA Policy • NOAA’s new Strategic Plan for Network Optimization & Transport Services includes the following: NOAA will leverage National Education and Research Networks (NRENs) for both its internal and external network traffic. They will be utilized, when appropriate, to keep up with the data growth . . . . for international and other external network traffic including satellite, modeling, and radar.

NOAA Connectivity • 2 x 5 Gbps links to Internet2 from NOAA Silver Spring Office • Links are not heavily utilized • NOAA agreement with Internet2 permits use for this purpose • Used today for connectivity to University partners • Can be used today for limited EUMETSAT connectivity (up to ~400 Mbps) • Operational Use • NOAA would upgrade its internal network to support high data volumes. Currently limited to 1 Gbps at some points and links also used for other traffic. • NOAA would add an additional 10 Gbps connection to Internet2 for redundancy • NOAA starting project to upgrade internal networks to support full 10 Gbps redundant connectivity between Washington DC area offices, including NSOF & Silver Spring (to be completed this year)

EUMETSAT Connectivity • 1 Gbps links to GÉANT from Darmstadt Office • Link utilization? • EUMETSAT agreement with GÉANT on use for this purpose? • Used today for test connectivity to European members? • Can be used today for limited NOAA connectivity (up to ??? Mbps)? • Operational Use • EUMETSAT would upgrade its internal network to support high data volumes. Currently limited to ?? M/G bps. • EUMETSAT would upgrade its connection from 1 to ?? Gbps and add an additional ?? Gbps connection for redundancy • EUMETSAT would need to implement sufficient end to end connectivity before large volumes of operational traffic could sent, time frame?

Operational Reliability and Connectivity • Internet2 will commit to four 9’s (99.99%) reliability in writing, possibly higher • GÉANT has said they will commit to even higher reliability, five 9s (99.999%) but nothing in writing at this time • GÉANT has connectivity to Washington DC area; NOAA may also be able to directly connect to GÉANT • Traffic can be routed via both Internet2 and GÉANT paths for additional reliability • Multicasting of data flows may be possible

Related Activities NOAA plans initial Internet2 connectivity Proof of Concept (POC) with University partners in the US (prior to any POC with EUMETSAT) Multicasting Proof of ConceptNOAA is planning a technical evaluation of a Multicast distribution solution to send NPP and other products to NOAA partners (including EUMETSAT)NOAA would like to gather information on EUMETSAT experiences with this methodology NOAA plans initial Multicast POC implementation on Internet2 with University partners in the US Multicast POC with EUMETSAT would rely on successful completion of EUMETSAT Connectivity POC and Multicast POC with US University partners

Agreement to proceed and Steps Forward NOAA and EUMETSAT will need to officially agree to proceed with a Connectivity Proof of Concept (POC) of this solution Initial planning and schedule (This will have to fit into existing and planned NOAA and EUMETSAT activities and schedules) Develop Initial Connectivity POC Systems, Processes, and Connection Solutions (this should not require much new/additional networking infrastructure) Implement Connectivity POC for Testing and Evaluation Period Analysis of Connectivity POC Results If successful possibly add additional higher volume test data flows If successful plan for Operational Implementation
