What is Every Day Counts (EDC)? • State-based model to identify and rapidly deploy proven but underutilized innovations to: • Shorten the project delivery process • Enhance roadway safety • Reduce congestion • Improve environmental sustainability • EDC Rounds are on two-year cycles: • Initiating 5th Round (2019-2020) with 10 innovations • To date: 4 Rounds, over 40 innovations For more information: https://www.fhwa.dot.gov/innovation/ FAST Act, Sec.1444

Safe Transportation for Every Pedestrian (STEP) 1 • Pedestrian fatalities increased 27% from 2007-2016, while all other traffic deaths decreased by 14%.

Value Capture: Capitalizing on the Value Created by Transportation • Promotes the use of value capture mechanisms as part of a mixed funding and innovative finance strategy to accelerate project delivery and provide equitable funding for sustainable transportation investments.

Virtual Public Involvement 3 • Virtual Public Involvement is the use of digital technology to engage individuals or to visualize projects and plans.
Virtual Public Involvement • Why change traditional approaches? • Low or inconsistent participation early on • Lack of diverse viewpoints among participants • Language and cultural barriers • Work, family, and social schedules • Expensive and time-consuming for agencies • Changing expectations of 21st Century population • But, this doesn’t mean the public isn’t interested in participating!

Project Bundling 3 • Project bundling is a process by which a single contract award is used to contract for the preservation, rehabilitation, or replacement of multiple projects.
Project Bundling • • Strategic to achieve agency goals; • • Pro-active and not reactive, constantly looking for opportunities to bundle; • • Decided early in the program planning and project development process to see the full benefits; • • Continual, not a one-time activity, but becomes part of your project delivery decision making process. • Bundling projects leverages project development expertise and achieves economies of scale.
Project Bundling Benefits • Maximize use of existing funding • Utilize agency staff efficiently • Maintain or improve performance measures • Reduce cost • Coordinate NEPA approvals • Expedite project delivery • Coordinate construction staging • Take advantage of economies of scale • Allow better financing opportunities • Increase innovation opportunities
Reducing Rural Roadway Departures 4 • The Mission • Reducing the potential for serious injury and fatal roadway departure crashes on all public rural roads by increasing the systemic deployment of proved countermeasures.
What is a Roadway Departure (RwD)? • FHWA Definition: A crash in which a vehicle crosses an edgeline, a center line, or otherwise leaves the traveled way. 2014-16 Annual Average number of Rural RwD crashes is 197 for AZ
