Kentucky Transfer Legislative History • Senate Joint Resolution 36 (1992) • Statewide Common Course Numbering System • Resulted in a couple minor changes to statute • Senate Bill 198 (1996) • Attempted to establish “Transfer Frameworks” • Resulted in Block Transfer • House Bill 1 • Called for “A Seamless Higher Education System” • Resulted in a look at AAS Transfer and set the stage for coming improvements
HB 160 • Effective Fall 2012 • Big change - - Individual Courses are “tagged” in general education categories based on Student Learning Outcomes • Resulted in the Statewide General Education Policy and Implementation Guidelines • Includes standardized credit for AP/CLEP • Limits AA/AS to 60 hours and BA/BS to 120 hours (with some exceptions) • Important – Does not override program requirements
The General Education Transfer Policy • Basic Assumptions and Principles. • Certification of General Education Blocks. • Statewide General Education Core.
Basic Assumptions and Principles • Broad academic areas rather than individual courses. • Professional integrity of all other public institutions. • AA/AS transfer degrees meets Gen Ed requirements. • Students must qualify for admission. • Policy is designed for transfer students. • Does not supersede major Gen Ed requirements. • Sending institution certifies completed levels. • Communication and advising is essential. • Receiving institutions will provide an appeal process.

Degree Pathways • What is a degree pathway? • What are the key components? • Requires a student to finish an associate degree. • Requires the university to treat the community college student under the same rules as a native student. • How will the pathways be developed and approved? • How will a student access the pathway? • Where are we currently?
