UNAIDS INITIATIVE ON HIV/AIDS AND SECURITY In follow up to the Declaration of Commitment on HIV/AIDS adopted during the UN General Assembly Special Session on HIV/AIDS (27 June 2001) and the UN Security Council Resolution 1308 (17 June 2000), the UNAIDS Secretariat has established a global Initiative on HIV/AIDS and Security with the aim of strengthening partnerships with relevant Cosponsors and partners in response to HIV/AIDS as a security issue, particularly in countries affected by conflict. UNAIDS Initiative on HIV/AIDS and Security National Security “By 2003, have in place national strategies to address spread of HIV among national uniformed services, where required, including armed forces and civil defence force, and consider ways of using personnel from these services who are educated and trained in HIV/AIDS awareness and prevention to assist with HIV/AIDS awareness and prevention activities including participation in emergency, humanitarian, disaster relief and rehabilitation.” Strategy Outcome Regional Coverage Country Level (First Phase) (UN Theme Groups; UNAIDS CPAs) Identify technical resource network in selected countries; Facilitate development of HIV/AIDS awareness and support interventions among uniformed services, with emphasis on young recruits. UNAIDS Initiative on HIV/AIDS and Security Humanitarian Response “By 2003, develop and begin to implement national strategies that incorporate HIV/AIDS awareness, prevention, care and treatment elements into programmes or actions that respond to emergency situations, recognizing that populations destabilized by armed conflict, humanitarian emergencies and natural disasters, including refugees, internally displaced persons and in particular, women and children, are at increased risk of exposure to HIV infection; and, where appropriate, factor HIV/AIDS components into international assistance programmes.” Strategy Outcome Regional Coverage Country Level (First Phase) (UN Theme Groups; UNAIDS CPAs) Strengthen and coordinate comprehensive responses to HIV/AIDS among vulnerable populations affected by Conflict including women, children and refugees; Coordinate and facilitate responses (i.e. HIV/AIDS gender advisors in conflict affected areas).
