Dust Control & Permits • PM10 Non-Attainment Area Quality Standard • NAA classification means that air quality in a particular region does not meet federal health standards as defined by the Clean Air Act • PM10 is defined as a suspended particulate with an aerodynamic diameter of <10 microns • Control Goal – Limit the amount of particulate matter discharged to the atmosphere • Sources Include: Fires, Unpaved Roads, Road/Home Construction, Industry, Vehicle Emissions, Agricultural Activities, Demolition • Permitting ensures accountability and knowledgeof mitigating control methods • We Permit 3 different Areas (West Pinal, Apache Junction, Remainder of the County) • West Pinal (Rule 4-3-180) • Applicant Info: Owner, POC, Project Scope/Size, Work Practice Standards, Site Inspections, Control Measures, Work Practices, Trackout, Limit Trespass, Signage, Opacity Limits, Record Keeping, Signature • Apache Junction (Rule 4-7-230, 226, 238) • Applicant Info: Owner, POC, Project Scope/Size, Obligatory Work Practice Standards (Access control, Inactive/Post Operations Roadways, Bulk Material Op’s, Trackout, Signage, Training, Control Measures, Load Stabilization, Emission Mitigation, Sub-Contractor Registration, Opacity Limits, Active Area Stabilization, Record Keeping Requirements • General Area/Rest of County • We attain a signature after reasonable inquiry, that Project statements and information are true and accurate.
Dust Generating Operations/Standards • Operations: • Earthmoving Activities, Land Clean-up, Leveling, Back Filling • Drilling, Construction, Demolition, Bulk material handling, storage and/or transporting operations • Operation of motorized machinery used in construction, Establishing/Using unpaved parking lots, haul access roads in work site • Installing initial landscapes using motorized equipment • Standards • Opacity Limitations • West Pinal/General - Cannot exceed > 20% on the property • Apache Junction – 0%/30 sec property line, >20% continuous/intermittent plume/time aggregate average • Maintain Site Stabilization • Ensure work site attains disturbed surface stabilization compliance at all times, including post-operation • Drop Ball Tests utilized to measure stabilization • Apache Junction Specifics – Maintenance of Threshold Friction Velocity, Vegetative cover standard, Erodible element coverage, Silt loading standards • Track Out • West Pinal/General - < 50 linear feet • Apache Junction Specifics – < 25 linear feet, Limited daily bulk material movement, measured rumble strips/gravel pads/internal paving guideline, Remove all at end of day
When is a Permit Required • Any worksite that covers an area of 0.1 acres or larger • 0.1 acres = 4356 sqft • Calculation of land stripping/earthmoving surface areas: • Include surface are for all disturbance activities • Add 12.5’ to each side of structures, driveways, pads, etc. • Parcels must be contiguous if multiple parcels are on one permit • Calculation of disturbed area for trenching only projects: • 726’ for trenches < 4 feet deep • 363’ for trenches > 4 feet deep • Calculations in ‘linear feet’ • Land stripping and/or earthmoving permits cover trenching and stockpiling – (you do not need to permit them separately)

Approval and Fees • Approvals • Only trained Compliance Personnel can approve • ‘Real-Time’ approvals possible with front desk applicants • Target <24 Hour response to electronic submissions • Fees • Land Stripping - $75 (.1 to 5); $200 (5-10); add $200 for +10); $2000 (>100 acres) • Trenching – From $50 (500 lf) up to $2000 (> 4 miles) • Stockpiling – $50 for 10 cy; $100 for 100-500 cy; $150 for >501 cy • Annual Block Registration - $2000 (installing utility lines) • Late Fees - $25 for <5 acres; $100 > 5 acres
