1. Clothing Allowance Eligibility: • service-connected disability that requires a prosthetic or orthopedic device that wears out clothing. or • veteran uses medication for a skin condition that causes damage to outer garments.
1. Clothing Allowance (Cont.) Benefit: • Annual Payment • As of 12/01/2007, Payment $677.00 • Payment date is September 1st Application: • VA Form 10-8678, Application for Annual Clothing Allowance • DUE DATE: August 1st
2. Vocational Rehabilitation Eligibility: • Service Connected condition: • 10% with a serious employment handicap, or • 20% with an employment handicap. And • Discharge other than dishonorable.
2.Vocational Rehabilitation (Cont.) Period of Eligibility: • 12 years from the latter of the following: • date separated from active military service, or • date veteran was notified of a qualifying service-connected disability rating. NOTE: Eligibility period may be extended if Vocational Rehabilitation determines the veteran has a Serious Employment Handicap
2.Vocational Rehabilitation (Cont.) Benefits: • maximum of 48 months • VA pays cost of services • training at a college, vocational, technical or business school • subsistence allowance for participate • On-The-Job Training, apprenticeships, and non-paid work experiences • work study with VA

Benefits (Cont): • evaluation to determine abilities, skills, interests, and needs • counseling and rehabilitation planning • employment services • use of special employer incentives • case management, counseling, and referral • independent living services Application: • VA Form 28-1990, Disabled Veterans Application for Vocational Rehabilitation
3. Dependents Educational Assistance (DEA) Eligibility: Education/training allowance to spouse and children of veteran who: • has a SC condition that is P&T, or • died of a SC condition or while the condition was evaluated as P&T
3. Dependents Educational Assistance (DEA) (Cont.) Benefits: • offers up to 45 months of education benefits. • used for degree, certificate programs, apprenticeship, and on-the-job training. • spouses may take correspondence courses. • remedial, deficiency, and refresher courses may be approved under certain circumstances. Application: • VA Form 22-5490, Application for Survivors'’ and Dependents’ Educational Assistance and • VA Form 22-1999, Enrollment Certification
4. Restored Entitlement Program for Survivors (REPS) Eligibility: Spouses / schoolchildren basic eligible if they are survivors of members or former members who: • died on active duty before August 13, 1981, or • died from disabilities incurred in or aggravated by active duty before August 13, 1981.
4. Restored Entitlement Program for Survivors (REPS) Benefits: Allowance replaces Social Security benefits the Omnibus Budget Reconciliation Act of 1981 reduced or terminated. • Each RO has a REPS liaison to handle claims. • Effective April 1, 2008 REAP participants must verify school attendance each month by calling VA’s verification line at 877-823-2378. Application: • VA Form 21-8924, Application of Surviving Spouse or Child for REPS Benefits
5. Civilian Health and Medical Program of the Dept.of VA (CHAMPVA) Eligibly: • spouse / child of veteran rated 100% P/T disabled for a SC disability, or • surviving spouse / child of veteran who died from a VA-rated SC disability, or • at time of death was rated 100% P/T, or • surviving spouse / child of a military member who died in the line of duty, not due to misconduct.
5. CHAMPVA (Cont.) Benefits: CHAMPVA provides reimbursement for most medical expenses, generally 75%, such as: • inpatient • outpatient • mental health • prescription medication • skilled nursing care, and • durable medical equipment. Application: • VA Form 10-10d, Application for CHAMPVA Benefits and • VA Form 10-7959c, CHAMPVA – Other Health Insurance Certification
6. Loan Guaranty Eligible Veteran: • served in the Armed Forces, and • discharge other than dishonorable • completed 90 days or more of active service, with at least 1 day during wartime, or • discharged or released for a service-connected disability, or • served at least 181 continuous days.
6. Loan Guaranty (Cont.) Eligible Surviving Spouse: Veteran must have • Met service requirements listed previously, and • died in service or after separation from service and • died from injury or disease incurred in / aggravated by, service in the line of duty, or

Eligible Surviving Spouse (Cont): • been listed as one or more of the following; • missing in action (MIA), or • captured in the line of duty by a hostile force, or • forcibly detained or interned in the line of duty by a foreign government or power, • meet definition of “surviving spouse,” and • be unmarried, and • not be eligible as a veteran in their own right
6. Loan Guaranty (Cont.) Eligible Selected Reserves / National Guard Six years in Selected Reserves / National Guard and • honorable discharge, or • placed on the retired list, or • transferred to Standby Reserve, or • continue to serve in the Selected Reserves Individuals completed less than 6 years may be eligible if discharged for a S/C disability.
6. Loan Guaranty (Cont.) Benefits: • guarantee up to 50 % of home loan up to $45,000. • loans between $45,000 & $144,000, • minimum amount is $22,500 • maximum up to 40 percent of the loan ($36,000)

Benefits (Cont.): • loans over $144,000 • for purchase or construction of home or • to purchase a residential unit in condominium or • to refinance an existing VA-guaranteed loan for interest rate reduction, maximum guaranty is the lesser of 25% or $104,250 Application: • VA Form 26-1880, Request for Certificate of Eligibility • Mailed To: VA Loan Eligibility Center, PO Box 20729, Winston-Salem, NC 27120
7. Automobile Allowance Eligibility: To purchase a new / used automobile: • disability result of injury / disease incurred / aggravated by activity military, or • result of medical treatment / examination, or • vocational rehabilitation, or • compensated work therapy provided by the VA
7. Automobile Allowance (Cont.) Eligibility (Cont.): • loss, or permanent loss of use, of one or both feet, or • loss, or permanent loss of use, of one or both hands, or • permanent impairment of vision in both eyes under specific parameters
7. Automobile Allowance (Cont.) Benefit: • $11,000 paid once Application: • VA Form 21-4502, Application for Automobile or Other Conveyance and Adaptive Equipment
8. Adaptive Equipment Allowance Eligibility: Veterans eligible for Automobile Allowance are also eligible for Adaptive Equipment Allowance. Eligible for Adaptive Equipment Allowance but not for Automobile Allowance: • SC ankylosis of one or both knees or hips
8. Adaptive Equipment Allowance (Cont.) Benefit: adaptive equipment includes, but is not limited to • power steering • power brakes • power window lifts • power seats • special equipment necessary to assist veteran into / out of automobile or other conveyance. Application: • VA Form 21-4502, Application for Automobile or Other Conveyance and Adaptive Equipment
9. Specially Adapted Housing (SAH) Grant Eligibility: Qualifying Conditions must have: • incurred in active military, or • aggravated by active military, or • result of hospital care, medical, surgical treatment or examination at a VA medical facility, or • participation in compensated work therapy program, or • pursuing course of vocational training
9. Specially Adapted Housing (SAH) Grant (Cont.) Eligibility (Cont.): Qualifying Conditions: • permanently & totally disabled, and • “preclude locomotion” without braces, crutches, canes, or wheelchair due to loss, or loss of use of • both lower extremities, or • one lower extremity & residuals of organic disease / injury, that affects balance / propulsion, or • one lower extremity, & one upper extremity, that affects balance / propulsion
9. Specially Adapted Housing (SAH) Grant (Cont.) Eligibility: Qualifying conditions (Cont.): • loss, or loss of use, of both upper extremities at / above the elbow, or • blindness in both eyes, light perception only, & loss or loss of use of one lower extremity. Note: "Preclude locomotion" necessity for regular, use of wheelchair, braces, crutches or canes as normal mode of locomotion, although occasional locomotion by other methods may be possible.
9. Specially Adapted Housing (SAH) Grant (Cont.) Benefits: • Not more than 50% of cost of building, buying, or remodeling adapted homes • Up to a maximum of $50,000 Application: • VA Form 26-4555d, Veterans Application for Assistance in Acquiring Special Housing Adaptations
10. Special Housing Adaptation (SHA) Grant Eligibility: • P&T SC disability of: • blindness in both eyes with 5/200 visual acuity or less, or • anatomical loss or loss of use of both hands.
10. Special Housing Adaptation (SHA) Grant (Cont.) Benefit: • Actual cost for adaptations • Up to a maximum of $10,000 Application: • VA Form 26-4555d, Veterans Application for Assistance in Acquiring Special housing Adaptations
