  1. ADEME-WEC Workshop on Energy Efficiency Policies London 17-18 June 2010 The WEC project on energy efficiency policies evaluation: A worldwild panorama Results and perspectives Dr Didier bosseboeuf General secretary of the WEC service on energy efficiency ADEME France

  2. Contents The WEC study on energy efficiency Main conclusions and recommendations (2007 results) The perspective, the 2008-2010 work program Survey on energy efficiency policies The case studies Conclusion

  3. WEC ADEME project aims at describing and evaluating energy efficiency trends and policies at world level Project coordinated by ADEME with the technical support of Enerdata under the supervision of the “WEC energy efficiency committee”. • Participation of national corresponding members of WEC Committees/ADEME network to a policy survey and production of a synthesis. • Regional workshops, national meetings and general meeting (Paris (FR), Addis Abeba (ET), Tunis (TU), Maceio (BR), Milano IT, La Havanna (CU) and a final (London). • In depth evaluation of 7 selected policy measures by international experts, with more than 30 country case studies. • Calculation of indicators by country and world region. • WEC web site (www.worldenergy.org ) include all indicators, case studies and workshop proceedings

  4. Organization of the WEC study on energy efficiency policies COORDINATION WEC-ADEME Energy efficiency committee Technical support (enerdata) N E T W O R K S ADEME’s network E.U. countries Maghreb India All WEC committees Enerdata’s network

  5. WEC study on energy efficiency policies: main outputs A Unic Forum of exchange of information on energy efficiency policies A data base on energy efficiency indicators for WEC member countries : indicators to be disseminated on the WEC website ( updating to 2009 Summer 2010) A data base on energy efficiency policies and measures implemented in WEC economies (target of 60-70 countries), to be included on the WEC website; A reportpresented in the Montreal conference in 2010 A Website including all the products mentioned above including questionnaires surveys and proceeding of the regional workshops. A set of recommendations based on national circumstancies

  6. Regional and national workshops on energy efficiency 2009-2010

  7. Recent increase in oil price have dramatically worsened the balance of payment of oil importing countries, especially in less developed countries. On the long term, global warming and the looming depletion of oil and gas resources around 2030-2050 will further increase the cost of energy. An international agreement in Copenhagen, Dec 2009, would imply strengthening energy efficiency policies in all economies. In non-OECD countries, shortage of investment limit the possibility to expand the energy supply and may constrain economic growth. In the least developed countries, reliance on fuel wood increases deforestation and the burden on the poorest people. Energy efficiency policies are one of the best no-regret strategies against economic crisis. Most recovery plans in the world rely for a large part on energy efficiency deployment. Energy efficiency: a top priority

  8. Conclusions and recommendations :Some good practices • Innovative and high impact measures should be promoted in emerging and developing countries, from the experience of the most advanced countries, such as: • Efficiency standards for buildings • Guarantee funds • Labelling of cars • Reduced tax on energy efficient equipment • Individual measures are useful, but the greater impact will come from the implementation of several complementary (ie “package of measures”), that need to be tuned to national specificities and maybe well selected ( no need to multiply the number of measures)

  9. The 2010 WEC survey on energy efficiency policies: Objective: provide an overview of the types of measures that are implemented and of their impact Coverage : 76 countries covered representing 83% of the world energy consumption Overview of measures frequency: Provide a picture by world region of the results : Europe, America/Asia (Pacific) OECD, Non OECD Asia, South America, Africa, Middle East

  10. 2010 WEC survey on energy efficiency policies: 76 countries Europe : 32 Middle-East: 5 America: 9 Africa :12 Asia-Pacific : 17

  11. WEC survey on energy efficiency policiesfrequency of measures

  12. Objectives of case studies To compile national case studies of in-depth ex-post evaluation of a P&M ’s known as «  a good practice » To compare these « good practices » implemented among 5-7 countries including DC’s To provide exchange of information between countries To provide some recommendations as regard to their characteristics of implementation

  13. 12 existing policies and measures evaluated (50 country studies)

  14. Energy efficiency 2008-2010 :7 new case studies

  15. The 2010 report contentsTo be edited for the Montreal WEC congress Sept 2010 • Aknowledgement, Foreward, contents, list of figures and tables Introduction (10 p.) • Executive summary (4p.) • Part 1 : recent energy efficiency trends at world and regional levels (33p.) • Part 2.1: Current implementation of energy efficiency policies around the world (33p.) • Part 2.2 : Summary indepth evaluation of selected energy efficiency policies (70p.) • Recommendations (10 p.) • Annexes ?
