  3. The autonomy and the mission of the University of California are clear

  4. The University is governed by The Regents, which under Article IX, Section 9 of the California Constitution has "full powers of organization and governance"

  5. “California Master Plan for Higher Education” makes the role of the University of California in undergraduate education, graduate education, professional education, research for the State of California and service to the State California explicit.

  6. Even given the autonomy afforded by the Board of Regents and the clear mission annunciated in the “Master Plan”, the University of California is obligated to come to a mutually agreeable arrangement with the Governor and the State Legislature for financing the University of California.

  7. The Regents are committed to two Primary Principles for the 2004-2005 Budget 1. The quality of the University shall be maintained and enhanced - Quality is the basic ingredient of its mission and the most important asset that the University of California offers the State. 2. The University shall maintain access and affordability, and honor the master plan. The State needs the highly-skilled, well-educated graduates that are produced by the University of California

  8. What We All Can Do • Tell your neighbors, friends, family members, and elected officials about the role of UC in the state’s economy and the development of business, scientific, and community leaders. • Ask them to vote.
