GPPN - Activities • A website dedicated to WatSan preparation for CSD-16 is available at http://gppn.stakeholderforum.org • The GPPN shall engage in 2 parallel processes in preparation for CSD-16.
2 Parallel Processes • A. Preparing for the two day WatSan review at CSD-16. • B. Ensuring that the linkages between water and the six issues on the CSD-16 agenda are reflected in the conference proceedings and outcomes.
A. Preparing for the two day WatSan review at CSD-16 • Build a Road Map towards CSD 16 and on to 2015. • Provide a platform for the beginning of the discussions beyond 2015. • Act as an information hub to support stakeholder activities and highlight materials relevant to CSD-16. • Where appropriate the GPPN shall facilitate occasional meetings or workshops for stakeholders to discuss issues, and ensure that mechanisms are in place to feed outputs from the GPPN into the CSD process. • Lobby for an effective review of WatSan issues at CSD 16 to last no less than two days.
A. Preparing for the two day WatSan review at CSD-16 • Seek resources to enable the participation of important representative stakeholders from developing countries in the GPPN preparatory process. This could be through a voluntary fund. • Co-ordinate with UN Water and UN-DESA to ensure complimentarily of work. • Co-ordinate with other relevant initiatives • Establish a discussion on partnerships, such as the CSD’s database of Type II Partnerships. What works and how partnerships might contribute to the future implementation
A. Preparing for the two day WatSan review at CSD-16 • Provide an overview of financial information crucial for assessing the progress of CSD-13 goals. • Facilitate input to the RIMS • Produce a paper identifying the core messages for CSD-16, focusing on a limited number of achievable deliverables and to be used as a lobbying and advocacy tool. • Seek a consensus on utilising CSD-16 to monitor progress on the CSD-13 decision. • Formulate a strategy for encouraging governments to more actively strive to meet their WatSan targets and implement more effective mechanisms for reviewing progress toward these goals, either by holding responsible parties accountable for a lack of progress, or by holding up examples of success.
B. Seek to ensure that the linkages between water and the six issues on the CSD-16 agenda are reflected in the conference proceedings and outcomes • Seek to ensure that WatSan issues are reflected in CSD 16 proceedings and outcomes, lobbying for specific references within the six thematic topics being discussed. • Lobby for Ministers with water portfolios to attend the high level segment of CSD-16. • Provide a WatSan agenda for the 2 weeks of CSD-16 - SIWI to lead.
CSD Issues for the GPPN We will be looking for co-ordinators for: • Agriculture and WatSan • Desertification and WatSan • Africa and WatSan • Rural Development and WatSan • Land and WatSan • Drought and WatSan • WatSan Partnersips
Structure • The GPPN shall be composed of a Secretariat, Steering Committee and, where appropriate, Working Groups. • The permanent Secretariat shall co-ordinate the activities of the GPPN and shall consist of staff from SIWI and Stakeholder Forum. • The Steering Committee could consist of - 2 representatives from developing country governments - 2 representatives from developed country governments - 3-4 representatives from the Major Groups - 1 representative of the UN Water Could include a representative from the Bureau
Structure • The Steering Committee could serve for the period from one World Water Week to the next World Water Week. • The Steering Committee shall convene for a conference by telephone on a monthly basis or where appropriate. • The Members of the GPPN with relevant areas of WatSan expertise will be asked to support the GPPN by providing information on their activities and, if required, help through any specialised WatSan working groups. • The Members shall primarily conduct their communications by e-mail, co-ordinated by the GPPN Secretariat. Members may volunteer their assistance, and will be called upon on an ad hoc basis.
