ODL in India (NIOS) • Open entry and free choice of subjects • Autonomous • Public-private partnership • Financially self-sustainable • Non-profit status and therefore limited ability to expand
Options for Africa • Model 1: government monopoly • Model 2: public/private partnership • Model 3: the private for-profit alternative
Conclusion: Main message • Exciting opportunities now exist for those national governments which are prepared to create a regulatory environment which encourages world class for-profit companies to come and invest in their ODL sectors. When you combine the profit motive, ODL and IT, then anything is possible!
